Basic FunctionTo supervise and direct the work of Behavior Analysts and Residential Counselors in a residential facility; and to perform related duties as assigned. (This is a first level supervisory class. An employee in this class has charge of four of eight residential buildings at the Lake Owasso Residence, and reports to the Program Director.)Examples of Work Performed

Supervise and direct Behavior Analysts and Residential Counselors by scheduling, assigning, revising and evaluating work; provide training, cross-training and orientation to new staff.
Participate in the assessment of daily care, program needs and rehabilitative treatment of developmentally disabled residents.
Organize and coordinate activities, appointments, staff assignments on facility grounds, set priorities and modify assignments as needed to assure that tasks are properly completed.
Perform liaison duties with residents' parents, vocational programs and other community resources regarding the needs, progress and condition of the residents.
Ensure services are provided in accordance with Minnesota Department of Health and CMS standards, Department of Human Services: 245D, Positive Supports Rule and Person-Centered Practices.
Monitor the maintenance, supplies, food and property storage, and cleanliness in the homes and address as needed.
Drive company vehicles as assigned.

Regular attendance according to the position’s management approved work schedule is required.)ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8.SUPERVISOR/MANAGERIAL RESPONSIBILITY: Supervise the work of up to 30 F.T.E. staff, including Behavior Analysts and Residential Counselors.INTERNAL/EXTERNAL RELATIONSHIPS: Daily contact with residents relative to their care and training. Weekly contact with medical personnel concerning health care issues of the residents; with residents' parents and day care centers to exchange information regarding the residents; with food services and maintenance staff to coordinate effort to meet residents' needs; and with other community resources concerning needs and programs of the residents. Monthly contact with administrative staff regarding staffing, policies, procedures and reports.IMPACT ON SERVICES/OPERATIONS: Duties impact the ability to schedule, direct, oversee and participate in the provision of care and developmental treatment services to developmentally disabled persons in a residential facility. Proper performance of duties results in the development and provision of effective services to residents; and proper training, support and development of staff. Improper performance of duties can result in ineffective services and failure to respect residents' rights to proper care, security and dignity.WORK ENVIRONMENT: Work is performed in a multi-building institutional setting. Outdoor recreational programs and frequent inter-building travel result in exposure to seasonal weather. Work also involves exposure to disagreeable odors and noisy or unruly residents. Work involves mostly standing or walking, frequent grappling or subduing of disturbed developmentally disabled residents, and frequent lifting of residents and items such as laundry bags. Work may involve exposure to diseases and physically threatening situations and may involve driving an automobile.KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
Knowledge of person-centered practices and service modality and ability to apply.
Knowledge of all pertinent state and federal laws.
Knowledge of the care, understanding and treatment of individuals with varied cognitive, physical, emotional, and social abilities.
Skill in assessing residents' needs and writing individualized treatment plans.
Ability to learn and utilize all departmental policies, procedures, reports and forms.
Ability to collect, record and analyze data.
Ability to establish specific behavioral goals for residents, as well as training methods consistent with goals established.
Ability to establish and maintain close and effective relationships with the residents and employees.
Ability to supervise and direct the work of others, and to monitor and evaluate their performance.
Ability to multitask, problem solve, make critical decisions, and monitor/supervise facility needs while assigned on-duty status.
Ability to communicate effectively orally and in writing.
Ability to lift up to 75 pounds.
Ability to utilize manual restraining techniques.
Minimum QualificationsEducation: Bachelor's degree in Psychology, Social Work, Special Education or a closely related field.Experience: Two years of experience working with developmentally disabled persons in a residential facility requiring moderate to high level demonstration of interfering behaviors.Substitution: Equivalent combination of education and related experience.Other: Must have and maintain a valid, unrestricted driver's license.Exam/Screening Process InformationThe examination process will consist of the following section with each section weighted as indicated:

The examination for Program Supervisor will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” Do not cut and paste resume as a response.
