The Whole Life Engineering Directorate (WLED) is made up of several disciplines whose main objective is to influence hardware and systems early in their life cycle to assure effective operation, reliability, maintainability and economical ownership by the customer and end user.The WLED Section Manager, Training and Technical Manuals will be responsible for leading a diverse and globally located team responsible for:Documentation development will include Operations, Maintenance, Depot Procedures and System Administration guides.

The development of Training materials and the conduct of classroom based instruction for Raytheon’s portfolio of systems. Training will include Operations, Maintenance, Depot Procedures and System Administration.

Ensuring the oversight and leadership of sub-contractor developers external to Raytheon and within other Raytheon Business units in the development of technical documentation and training content.

Responsible for best practices and oversight of development and conduct of operations and maintenance training across a range of delivery mechanisms, to include classroom training, hands-on practical exercises, on-the-Job training, computer-based and computer-assisted instructions, virtual and constructive simulations, and collective field exercises.

Deploying remote collaboration technologies in the support of SME collaboration with remote Raytheon Systems and personnel.

Leading real-time performance support solutions for systems operations and maintenance personnel, to include assistance and responding to Customer technical questions, and participating with other engineering disciplines to ensure successful operation of our products.

Ensuring best practices, lessons learned and emerging methodologies, such as AGILE framework, are implemented throughout his/her organization.

In this role you’re also responsible for the following:Employee development and performance assessment

Budgeting, manpower planning

Cost proposal and Estimate at Completion (EAC) development and review

Ensuring the team is adequately trained in Integrated Product Team / Cross Product Team Leadership, Earned Value Management System (EVMS), Integrated Product Development System (IPDS) and program execution to ensure consistency in program reporting and leverage best practices across programs.

Additional responsibilities include:Coaching and career development including performance development summaries, merit increases, promotions and performance improvement plans

Oversight of personnel issue resolution

Tool and process development

Coordination of section meetings, proposal development activities, and engagement with business partners and program leadership to ensure timely execution of program requirements

Compliance with Raytheon Technologies policy and procedures

This position requires the eligibility to obtain a DoD Secret Security Clearance.Except in rare circumstances, only US Citizens are eligible for a security clearance.Required Skills:8+ years’ experience executing engineering disciplines

At a Grade G10, 6+ years of experience in the aforementioned areas along with a relevant Master's Degree may be considered for this job.

Leadership experience

Experience with budget management

Experience developing or deploying technical manuals or training content

US Citizenship is required

Desired Skills: EVMS certified

Ability to develop briefings and present to medium to large scale audiences at all levels of business leadership

Experience developing and executing contract deliverables

Experience in Basis of Estimating (BOE) and proposal BOE development

R6S specialist certification

Knowledge of AGILE Development and implementation of Sprints

Experience improving operational user practices in support of Training and Technical Manual development

Ability to interpret Contract Documentation and Mil-STD’s to develop budgetary estimates, program execution plansschedules and Risk Opportunity

Experience with sustainment of major end items including integrated logistics support (ILS) elements such as maintenance support planning to determine skills, manpower, tools, and test equipment.

Performed as a Cost Account Manager

Systems engineering experience including SME working knowledge in support of Technical Manual development and Training curriculum.

BOE Developer certification
