HLS Senior Director Emergency Family Shelter

DescriptionTogether we can make a difference.Eliot’s Homeless Services Division is seeking a creative/strengths-based/trauma informed to help oversee Homeless services in the Family Shelters. This role will oversee a robust and transformational multidisciplinary continuum of support provided alongside of case management to collaboratively address identified service needs and treatment preferences. The successful candidate will have unwavering empathy, as well as an open mind in terms of pathways to recovery/harm reduction when collaboratively working with people experiencing homelessness, medical complexity, and/or untreated behavioral health concerns (e.g. PTSD). The Senior Director of Emergency Family Shelter will help provide general oversight and supportive leadership to the Team. Responsibilities:

Provide onsite weekly supervision and guidance to Family Shelter Site Directors, Medical Assessment Site Director, Director of Family Stabilization, and Housing Navigator Supervisor.

Represents Eliot as the primary contractual liaison to EOHHS/EOHLC/DPH.

Ensure that housing first and culturally sensitive trauma informed philosophies remain core tenets of care coordination, support service provision and programmatic oversight.

Supports Site Directors with oversight of general operations, community rule compliance, and support service provision within the emergency shelter sites.

Ensures that site census, as well as relevant assessments related to immigration, employment readiness, school enrollment, HomeBase and other housing related opportunities are completed accurately and thoroughly. Monitor and track accordingly within ETO/other platforms.

Closely monitor vendor subcontracts including catering, security, hotel, laundry, staffing agency personnel. Address concerns accordingly with the Division Director.

Work closely with internal staff & leadership, community stakeholders and families served around coordinating and maximizing opportunities for family enrichment including educational, recreational, vocational opportunities, creative outlets and other opportunities to enhance quality of life.

Facilitate and manage multidisciplinary huddles and case conferencing as needed to address behavioral health, medical or conduct concerns related to families. Participate in strategic planning and risk review within the Homeless Division.

Provide after-hours consultation and guidance to onsite & leadership staff as needed and ensure compliance with EOHLC and EOHHS contracts and fidelity.

Oversee program budgets and expenditures to ensure financial sustainability with Division Director of Homeless Services

Ensures that all aspects of placement including but not limited to: intake, CASR assessment (Revere), risk review & mitigation, outreach collaboration & support, and new resident orientation are timely and comprehensive

Foster and support trauma informed interventions to reduce and mitigate aggressive and/or harmful behavior towards others to promote safe community tenancy.

Ensures that resources such as transportation, food and supplies are provided equitably and in accordance with all laws and agency and program policies.

Perform other job-related duties as assigned.

Qualifications:

Master’s degree and a minimum of 3 years’ experience with large-scale project management and/or senior level human service leadership is required.

Must possess extensive working knowledge of the area services and resources within the vicinity of the respective EA Shelter Sites.

Must forge and maintain positive and productive working relationships with respective Mayor’s office and municipality officials, hotel leadership teams, COCs, area housing Authorities, hospitals/pediatric clinics, state agencies (EOHHS, EOHLC, DPH, DMH, DHCD, DDS), and various community-based organizations.

Ability to work autonomously in an emergency shelter setting.

Demonstrated ability to provide leadership that incorporates trauma informed care, harm reduction principles, and a housing first philosophy is required.
