Summary This vacancy is for a Supervisory IT Specialist (Systems Analysis) position in the Demographic System Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other similar positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Responsibilities Provides direction to subordinate staff in constantly reviewing the current procedures of the Division, endeavoring to improve and/or automate the methods or variance computation, sampling techniques, etc. As necessary, acting officially as a consultant to other organizations in his/her field of specialization. Interviewing prospective candidates, evaluating present employees to recommend appropriate actions regarding hiring, promoting, and reassignment. Perform a full range of management functions, including long-range planning, instructing and advising subordinate staff members, reviewing work, setting standards of performance, budgetary planning, etc. Plans, develops, and coordinates the application of the digital computer to mathematical, mathematical, statistical and survey research and development. Requirements Conditions of Employment Qualifications BASIC QUALIFICATIONS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: communicating and consulting with personnel within and outside the organization; managing projects to ensure work is on time and within budget; recommending hiring, promoting, and/or reassigning of subordinate employees; planning and developing mathematical, statistical, and/or survey research; and leading teams in mathematical, statistical, computation, or sampling techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer. Education Education cannot be substituted for specialized experience for this position. Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
