The responsibility of this role is to provide leadership, management, and direction to expand the UVS business in Federal domain ( Both Civilian and Non Civillian agencies ) This person will be responsible for generating the lead, building relationships, proactive outreach to the small business procurement point of contacts to build the strong pipeline. This individual will be coordinating the proposal development, teaming up other organizations as needed. Working independently within the organization and also outside the organization to accomplish the business goals.This individual will be building a pipeline as per UVS Infotech portfolio and assist in Business development process from pre-proposal conference to final submission. The ideal candidate can be ;

  • The Individual with Federal Business Development and Contracting experience and bring good portfolio in either Civilian or Non-Civilian agencies
  • Ability to outreach and utilize the connections to materialize the deal.
  • Ability to fluently communicate with Federal agencies/customers, Client Management, Contracting Officers, team members, SME’s.
  • Ability to develop proposal plan, assemble the right team & teaming partners and collaborate on proposal writing, POC activities and any other activity related to complete the submission of proposal and win.
  • The candidate must be self-driven to achieve business targets , highly organized, positive attitude with great attention to detail, and the ability to work both independently as well as part of a team in a fast pace environment.
  • Effectively communicate verbally and in writing and prioritize tasking is absolutely must.
  • The Candidate will be expected to perform the below functions or tasks as well as have the aptitude to learn how to perform the below functions or tasks.
    • Business development development to win the Projects by effective outreach to the federal agencies
    • Perform Business Development for targeted opportunities and key strategic opportunities across federal domain.
    • Develop relationships with Federal agencies management and Contracting officers.
    • Identify the right resources with in the organization and develop a team and partnership to external partners and win.
    • Develop the teaming agreement if multiple organizations are the part of project team
    • Review technical and price proposals with Management to ensure professionalism, compliance, and accuracy.
    • Demonstrated leadership skills and excellent interpersonal skills.
    • Develop effective proposal instructions and guidance to proposal team staff to complete the work successfully within the timeline.
    • Research and gather technical and/or business information for use in proposal development activities.
    • Interview SME leads to collect technical and methodology information and incorporate that information proposals with the ability to turn complex technical information into proposal prose.
    • Assist in the development and generation of “win” strategy and themes and discriminators as the framework for response

    Qualifications
    • Organized with multi-tasking ability.
    • Understanding of Federal Agencies procurement process.
    • Expert usage of MS Office products including Word, Excel, PowerPoint, Salesforce
    • Must be able to commute and/or travel to local & field offices and work long and unusual hours based on volume of work
    • Strong planning and organizational skills
    • Excellent written and verbal communication skills
    • Ability to work independently, multi-task, and prioritize
    • Flexible, adaptable, detail-oriented and self-motivated
    • Customer service and detail-oriented
    • Very adaptable – responds effectively to changes in situation or information; ability to influence others and build consensus using good written and verbal communication skills

    Experience: Minimum of 2-5 years relative experience
    • Knowledge of Federal Acquisition Regulation (FAR), the Department of Defense supplement to the FAR (DFARS), various other Federal agency regulations implementing the FAR, along with working knowledge and experience referencing and interpreting other Federal regulations related to Federal contracts required.
    • Knowledge of Commercial Regulations along with working knowledge and experience referencing and interpreting other Government regulations related to Commercial contracts preferred.
    • Understands the proposal development processes and procedures, coordinating tasks to meet applicable deadlines, customized award-winning proposal writing, provide modified response to Task Order RFIs/RFPs and assisting with proposal production activities required.
    • Familiarity with Time and Materials (T&M), Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ), Government Wide Acquisition Contracts (GWAC) contracts preferred.
