Program Manager Position Summary We seek a skilled Project Manager with expertise in aligning project objectives, optimizing resources, and ensuring compliance with regulatory standards such as FAR, DFARS, and NSA guidelines. The ideal candidate will have a strong background in Earned Value Management, a minimum of ten years in project management, and mandatory Program Management certification. This role involves close collaboration with NSA representatives, stringent adherence to cybersecurity protocols, and effective management of complex contracts. Conduct rigorous requirements analysis to align with project objectives, ensuring comprehensive understanding and stakeholder alignment.

Efficiently allocate resources to meet project timelines and budget constraints, optimizing personnel, technology, and financial assets.

Oversee project costing and deliverable tracking, maintaining vigilance on schedule and financial data to ensure adherence to budget and timelines.

Utilize advanced reporting mechanisms, such as Earned Value Management (EVM), for in-depth management and control of project funds and resources.

Ensure strict compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, Intelligence Community Directive Number 801, and National Security Agency (NSA) guidelines.

Foster collaborative partnerships with NSA representatives to align project outcomes with national security objectives and gain access to specialized expertise.

Implement and enforce NSA cybersecurity standards, data handling procedures, and encryption requirements, ensuring project deliverables meet stringent security measures.

Manage multi-task contracts and subcontracts of varying complexity, demonstrating effective leadership in a multi-vendor environment and ensuring all parties meet their obligations.

Conduct regular compliance audits to assess adherence to NSA guidelines and other regulatory frameworks, promptly addressing non-compliance or security vulnerabilities.

Build a security-conscious culture within the project team, emphasizing the importance of confidentiality and adherence to security protocols and guidelines.

Minimum Qualifications

Mandatory certification in Program Management, holding at least one of the following: PMP, FAC-P/PM Mid-Level, or DAWIA Level 2 certification.

A minimum of ten (10) years of experience as a program or project manager managing programs and contracts of similar scope, type, and complexity.

At least one (1) year of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms, such as Earned Value Management.

Profound knowledge of the guidelines provided by FAR, DFARS, DoD 5000 series, and Intelligence Community Directive Number 801.

Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment.
