DescriptionExecutive Service State Highway Administration Assistant Division Chief, Water Programs (Program Manager III) Grade 21 (5478) SP# 25-61.5-03 This position serves at the pleasure of the Appointing Authority YOU MUST APPLY ONLINE TO BE CONSIDERED FOR THIS POSITIONhttps://www.governmentjobs.com/careers/mdotmd The State Highway Administration (SHA) Office of Environmental Design is seeking to fill an executive service position for an Assistant Division Chief, Water Programs (Program Manager III) in Baltimore City. This position is open to anyone who meets the preferred qualifications below. Nature of Work: This position will assist the Chief of the Water Programs Division, under the Office of Environmental Design with supervision, management, direction, and administration of work. The Assistant Division Chief also supervises and manages in-house and consultant staff. The main purpose of this program is to ensure SHA is working towards achieving and maintaining compliance with Maryland’s surface water quality standards based on the federal Clean Water Act (CWA) through compliance with NPDES MS4 discharge permit conditions and total maximum daily loads. This program maintains compliance with state and federal laws and regulations through pollutant modeling, geographic analysis, site searches, design, permitting, advertisement and construction of various types of best management practices, Geographic Information System (GIS) tracking, field inspections and remediation, public outreach, coordination with other state and federal agencies, and reporting.MDOT offers a generous and competitive benefits package. QualificationsPreferred Qualifications: Education: A bachelor’s degree from an accredited college or university in engineering, environmental sciences, landscape architecture, or a related field. Experience: Five (5) years of experience in a water quality related environmental design or compliance program. Two (2) years of this experience must have involved overseeing and coordinating the general operations of the team or program.The ideal candidate should possess the following:

Two (2) years of experience working in the Federal or State Government

Experience managing/supervising varied professional teams including GIS, data management, water resources engineers, landscape architects, environmental planners, scientists, and biologists

Experience managing/supervising program administrative and human resources including setting policies, performance appraisals, coaching, mentoring, training, correspondence, briefings, public relations, MOUs and agreements, invoices, specifications, disciplinary actions

Experience with Best Management Practices implementation

Proficiency in managing funds and maintaining budgets, schedules, and systems for multiple projects

Ability and willingness to actively lead and manage internal/external communications and outreach activities

Effective written and verbal communication and interpersonal skills
