Job Description:

Join us at BGCAPP (Blue Grass Chemical Agent-Destruction Pilot Plant) where we will design, build, systemize, test, operate and close the plant whose mission is the safe and environmentally sound destruction of the chemical weapons stockpile stored at the Blue Grass Army Depot (BGAD) in Richmond, KY. The 15,000 acre depot stores mustard and nerve agent in rockets and projectiles. Our design concept for the pilot plant maximizes the use of existing technology from other successful chemical demilitarization facilities and well as First of a Kind (FOAK) technology. Parsons is currently seeking a Systems Project Engineer .

The position will be responsible for executing assignments concerned with specialized or unique engineering requirements supporting operational readiness and agent operations. This position has technical responsibility for interpreting, organizing, and coordinating these assignments with a focus and Systems (Plant) Engineering. This involves exploration of subject area, definition of scope, and may involve development of novel concepts, approaches, and solutions. Responsibilities will also include the coordination and planning of Engineering activities associated with project systemization/start-up scope. The position requires overall planning skills, schedule development, turnover process understanding, and tracking of open items and punchlist items to closure. The successful candidate will assure deliverables are complete and submitted to plant activities scheduled activities, work with area project engineers and engineering management for prioritization of work, and coordination with systemization/start-up/maintenance to assure proper scoping of turnover packages.

This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am - 5:00pm. This position may require additional overtime hours as deemed necessary. BGCAPP operates on a 24/7 schedule. The System Engineering team supports all schedules.

Principle responsibilities include, but are not limited to:
  • Lead investigations including assessment of risk, recommendations, and follow-through of actions.
  • Demonstrate ownership of actions of self and the group in support of BGAPP operations and show initiative in problem solving.
  • Be accountable for error-free deliverables.
  • Build an inclusive team environment where all are able and expected to contribute to the maximum of their capabilities. Provide leadership and mentoring to team members. Create meaningful goals working with team and ensure goals are met.
  • Establish and maintain work plans to ensure schedules are met and stakeholder requirements are satisfied. Create and track actions, estimate hours and update schedules.
  • Directs and coordinates engineering activities for the project or assigned portion including supervision of engineers of all disciplines.
  • Coordinates engineering effort with Engineering Manager, Procurement, Startup, Environmental Safety and Health (ES&H) and Project Controls when assigned.
  • Reviews and approves design documents, change orders, material requisitions and specifications for construction or procurement use.
  • Resolves field-initiated questions. Coordinates activities among the design groups on the project.
  • Reviews project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
  • Champion the development of necessary procedures and desktop instructions to aid in execution of work
  • Demonstrated skill in supervision and the ability to lead and motivate an engineering work force in the execution of an accelerated schedule on a first of a kind design project design.
  • Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
  • Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate
  • Works with Leads to Anticipate and maintain appropriate staffing levels, including temporary personnel, and vendors as needed. Reviews and approves staff forecasting reports.
  • Monitors the quality and progress of Systems Engineering, ensuring that production requirements are satisfied. Works closely with Engineering Management and Engineering Leads to resolve any existing or forecasted problems related to discipline staffing, quality of work, schedule performance, or productivity.
  • Recommends improvements to department procedures.
  • Acts as the Deputy Resident Engineering Manager in their absence.
  • Key to success is the ability to manage the team and the organizational interfaces within a complex multi-company project.
Performs other responsibilities associated with this position as may be appropriate.

Experience and Qualifications:
  • 4-year degree in Engineering (or related field) and a minimum of 13 years of related work experience, including supervisory/managerial experience.
  • Professional Engineer registration with active membership in a professional engineering society is preferred.
  • Must be able to obtain KY PE registration within one year.
  • Previous Chem Demil, DOD, DOE, or government contract experience preferred.
  • Proven ability to perform in a supervisory/managerial capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific engineering software for use in completing engineering assignments.

Special Job Requirements:

BGCAPP is subject to the Army Regulations (AR 50-6 Chemical Surety and AR 190-59 Chemical Agent Security Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements may be mandated. Eligibility to be placed in a CPRP or UAP position requires ship.

BGCAPP is a Drug Free Workplace. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment.

This position may also require use of PPE (Personal Protective Equipment) and personnel must pass a respirator fit test and pulmonary function test.

Ability to obtain and maintain Blue Grass Army Depot (BGAD) site access is required.

BGCAPP operates on a 24/7 schedule including weekends and holidays. Ability to work a flexible schedule may be required.
