Duties Summary This announcement is issued under the

Responsibilities Joining the Cybersecurity and Infrastructure Security Agency (CISA) means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security. This is an agency-wide position, which is comprised of several geographically separated divisions with a nationwide force: Infrastructure Security Division, Cybersecurity Division, Emergency Communications Division, National Risk Management Center and several organizational units. Typical work assignments include:
  • Define and manage information technology (IT) and/or cybersecurity related programs and/or projects.
  • Provide oversight to ensure program/project work is adhering to the larger strategic view developed by senior management at DHS.
  • Responsible for program/project resources, allocation plans, workforce development plans, budget forecasts, initiatives, and policies.
  • Execute duties governing hardware, software, and information system acquisition programs and other program management policies.
  • Provides direct support for acquisitions that use information technology (IT) (including National Security Systems), applying IT-related laws and policies, and provides IT-related guidance throughout the total acquisition life cycle.
  • Develop and maintain cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance.

Qualifications This is an open continuous announcement for 60 days, or until all positions are filled. It will be used to fill immediate and future vacancies for this agency. There may be multiple cut-off dates with the first being 10 days after the initial opening date of 11/19/2020. Additional cut-off dates may be established as needed until all vacancies have been filled.

You qualify for the GS-09 grade level (starting salary $53,433.00) if you possess information technology related experience demonstrating each of the four required competencies:
  • Attention to Detail-Performing work based on outlined guidelines and procedures;
  • Customer Service-Providing support to system users;
  • Oral Communication-Communicating technical information orally to non-technical audiences;
  • Problem Solving-Providing alternatives to resolve IT issues.
  • In addition to the above requirement you must have at least one year of specialized experience at the GS-07 grade level performing at least one of the following duties:
    • Communicating computer network concepts to individuals seeking technological support;
    • Providing support to ensure compliance of automated information system security protocols and procedures;
    • Expressing technical information to staff to assist with security problem issues.

    OR
    • Have a Master's or an equivalent graduate degree or successfully completed two (2) full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (You must submit your college transcripts to support your educational claims).

    You qualify for the GS-11 grade level (starting salary $64,009.00) if you possess information technology related experience demonstrating each of the four required competencies:
  • Attention to Detail-Reviewing IT systems to identify vulnerabilities;
  • Customer Service-Assessing the needs of IT project stakeholders;
  • Oral Communication-Communicating IT security requirements to stakeholders;
  • Problem Solving-Providing recommendations to resolve IT and/or system issues.
  • In addition to the above requirement you must have at least one year of specialized experience at the GS-09 grade level performing at least one of the following duties:
    • Assessing new system design methodologies to improve software quality;
    • Conducting risk assessments of installed information systems to identify protection needs of activities;
    • Ensuring integration of security protocols and risk management considerations throughout the IT system engineering life cycle; including planning, design, development, test, and integration;
    • Ensuring continuous improvement efforts are considered and built into the program, including development and refinement of IT/cyber security policies and procedures and associated guidance documents.

    OR I have a Ph.D.; or an equivalent graduate degree or successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D.; or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (You must submit your college transcripts to support your educational claims).

    You qualify for the GS-12 grade level (starting salary $76,721.00) if you possess information technology related experience demonstrating each of the four required competencies:
  • Attention to Detail-Monitoring information systems or networks to ensure compliance of security measures;
  • Customer Service-Identifying the need for updates to security technologies;
  • Oral Communication-Providing recommendations to other technical specialists on IT security issues;
  • Problem Solving-Identifying potential security risk in IT systems and recommending solutions.
  • In addition to the above requirement you must have at least one year of specialized experience at the GS-11 grade level performing at least one of the following duties:
    • Controlling authorization level for all personnel requiring user access to automated information systems;
    • Evaluating the security impact of system changes to existing or proposed computerized systems;
    • Conducting studies all new automated information systems equipment to prepare effective security procedures;
    • Ensuring compliance of automated information system security protocols and procedures;
    • Support IT/cyber risk management, to include risk identification, response plan and mitigation strategies for project level risk.
