SummaryThe Quality/Safety/Environmental Safety Manager (QSE Manager) has overall management and execution of the FLETC Enterprise Security Services contract quality, safety and environmental safety program for all locations assigned to the contract. The QSE Manager is responsible for execution and documenting all quality, safety, and environmental safety concerns across the enterprise. The QSE Manager is fully certified to perform all quality assurance and safety inspections and address environmental safety concerns on the contract The QSE Manager and can train the trainer to ensure each site has an onsite quality, safety and environmental safety capability as well. The QSE Manager is an expert of the FESS contract Quality Control Plan (QCP) and coordinates with each Site Project Manager to conduct Quality Control Inspections per the QCP. The QSE Manager will communicate with PPM, Site Project Managers, the Training Manager and Site Training Coordinators, and the client frequently regarding overall Contractor QC requirements and performance, and operational issues impacting training systemic across the contract or specific to a site. The QSE Manager is the proponent for the QCP and will be responsible to review and update this plan in coordination with the Director of Compliance. The QSE Manager executes activities to retain our compliance with national/international quality standards specifically the retention our Chenega Infinity’s certifications under ISO 9001:2008Responsibilities

Required to follow all company personnel and safety policies, and perform all assigned duties in a safe work manner.

Will promptly notify the chain-of-command of all unusual, emergency, and/or significant situations/factors concerning safety and/or environmental safety concerns across the enterprise or specific site.

Will maintain complete inspection records for the life of the contract. These records shall be made available to the Government upon request.

Will develop metrics to identify trends.

Will prepare and submit a monthly Quality Control Report detailing results of QC Inspections and action taken to correct deficiencies

Will maintain records on follow-up inspections and corrective actions taken for identified deficiencies.

Will maintain follow-up inspection report for review by the COR and/or Contracting Officer.

Will coordinate and oversee execution plans to ensure all duties, training and training exercises identify and mitigate risk of injury, death or damage to property.

Will oversee all actions required to document and maintain training completed for all assigned to the enterprise.

Will review and ensure clarity, completeness, accuracy, and legibility of all QCP records and reports.

Will oversee, review and make recommendations for Safety Program which shall address how the safety program conforms to all Federal, State, local and all applicable provisions of 29 CFR 1910 General Industry Standards.

Coordinate with the FLETC Quality Assurance Team for all functions, inspections, and all contract obligations pertaining to quality and quantity.

Coordinate with the FLETC Quality Assurance Team for all Quality Assurance Surveillance Plan requirements and reports.

Serves as the armorer and conducts inspections of all assigned weapons to ensure serviceability.

Cross-trained to serve as a Shift Leader on an as needed basis.

May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays

Qualifications

Minimum of a Bachelor’s Degree in Management, Environmental Health and Safety or Criminal Justice or related discipline, or a minimum of 10 years’ experience in conducting safety as it relates to law enforcement or a security related area.

Must be previously fully commissioned by an accredited law enforcement agency or possess a Diploma or Certificate as a graduate of a Federal, State, local or military service approved/recognized basic law enforcement or a physical security academy.

Minimum of three (3) years’ of specialized experience directly related to the work performed in physical security or law enforcement.

Minimum of two (2) years’ experience in Quality Assurance

Capable of obtaining training certificates necessary to train all PWS tasks and to certify other trainers (train the trainer) to train employees to PWS standards.

Must possess and maintain a valid state driver’s license.

Must possess and maintain National Security Clearance at the Secret level eligibility.

Must meet or exceed the Minimum Medical and Physical Standards for an Armed Security Officers outlined in Interagency Security Committee, Best Practices for Armed Security Officers in Federal Facilities, Appendix B: (April 2013, 2 nd Edition).

Must satisfactorily complete a contract required annual Physical Agility Testing (PAT) consisting of: able to exhibit full range of motion, able to easily get down to and up from a kneeling position, lift 40 pounds minimum from floor to waist, able to bench press at least 40 percent of his or her body weight, able to perform sit-ups and push-ups continuously for at least 30 seconds, and complete a 1.5 mile run within time based on their age/gender group.

Must satisfactorily qualify with a 9 mm semi-auto pistol handgun and M4 semi-automatic rifle, and shotgun qualification course administered by the Federal Law Enforcement Training Center (FLETC) quarterly.

Must complete and successfully pass the FLETC Active Shooter Threat Training Program (ASTTP).

Must satisfactorily pass initial and random drug testing.

Must satisfactorily pass initial psychological testing.

Ability to write reports, business correspondence, and procedure manuals.

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
