The Jacobs-led team will serve as MARTA's CPMO Supplemental Services Consultant and manage the construction aspects. A joint venture between Jacobs and H. J. Russell & Company was selected to support the Metropolitan Atlanta Rapid Transit Authority (MARTA) as it embarks on its expansion program. This position will be hired through the joint venture program, JRMT-JACOBS RUSSELL MARTA TEAM. Summary of position Manages the Project Team, Project Stakeholders, consultants, and contractors as necessary to rehabilitate, enhance, and expand MARTA’s bus rapid transit system. Manages the activities, operations, and resources required to carry out and ensure that projects are completed on time, within budget, and by project documents. Manages the activities in evaluating contractor and consultant bids and contracts and prepares selection criteria for hiring consultants and contractors. Enforces contract provisions and resolves budgetary, technical, and scheduling issues. Makes periodic on-site inspections of projects to ensure construction is proceeding correctly. Maintains project status reports and senior staff briefings. Establishes policies and procedures to ensure compliance with business goals and objectives. Key Responsibilities: 1. Manages, plans, and oversees the design and construction of a Bus Rapid Transit (BRT) project corridor and other local routes supporting infrastructure, programs, and functional areas; coordinates activities with division leaders. 2. Review MARTA bus transit operations to ensure Federal Transit Administration (FTA) guidelines and regulations are followed per planning, final design, and implementation, focusing on prioritizing corresponding projects. 3. Reviews and ensures FTA-funded projects comply with contractual, statutory, regulatory, technical, and administrative requirements. 4. Assists in the development and pursuit of FTA Capital Investment Grants (CIG. 5. Supports project development and conducts audits of grantees and associates per vendor supplier. 6. Manages all aspects of Project Delivery, including developing project management plans to identify stakeholder needs. 7. Assists in investigating alternative project approaches and concepts and the appropriate project delivery method to ensure the development of the most appropriate project solutions. 8. Manages all aspects of Project Design. Provides overall project management and coordination with architectural/engineering professionals as well as the designated MARTA design manager. Coordinates with staff, other agency officials, local governments, architects/engineers, etc., to develop preliminary schedules, procurement project requirements, and detailed scope of work estimates by the development of the design documents for bid. Oversees the development of feasibility and environmental impact studies, preliminary engineering, and conceptual designs for significant capital investments that the design manager manages. Oversees the preparation of project scopes of work, plans, schedules, and budgets. 9. Manages all aspects of Project Implementation / Construction. Manages project procurement of material, equipment, and contractors, as well as all construction activities necessary to execute capital projects. Manages the quality and safety of work performed on capital projects. Implements change management processes and carries out project communications throughout the organization. Coordinates the acquisition of real estate parcels required for capital projects. 10. Performs Project Monitoring and controlling. For the project life cycle, manage the preparation of progress reports to monitor and control capital projects. Monitor all aspects of assigned projects. Manage the schedules and budgets to ensure positive project performance. Conducted monthly project status briefs for upper management. 11. Identifies and evaluates project risks and develops plans to mitigate the potential effects of unplanned events on assigned projects. 12. Participates in preparing intergovernmental agreements, agreements with utilities companies, and others as needed. Facilitates design and construction performed by other government agencies and private developers working around MARTA facilities with private property owners, franchised utilities, railroads, and other government agencies. 13. Creates and maintains a high-performance environment characterized by positive leadership and a strong team orientation.EDUCATION Bachelor's degree in Engineering or a related discipline and a minimum of ten years of progressively responsible experience in the full project lifecycle of planning, design, contract preparation, procurement, and implementation of large-scale construction or integrated systems capital improvement projects. Comprehensive experience in the preparation, budgeting, negotiation, and administration of contracts with both public and private organizations is desired. Experience preparing scope statements, estimates, and forecasts is desired. Experience using professional scheduling software and Microsoft Office products is preferred. Experience as a Project Manager may be substituted for a degree on a year-for-year basis. Ideally, you’ll also have: Ideal candidate will have significant experience with: Federal Transit Administration project planning and implementation processes and procedures. Experience delivering a bus rapid transit project. Expansion of rail and / or bus systems with coordination and project interface with the FTA. Development and pursuit of Capital Investment Grants.
