Our mission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement. FGCC regulates legal gambling in the state, including licensed pari-mutuel wagering facilities, cardrooms, and slot machine gaming facilities. In addition, FGCC investigates criminal gambling activity and enforces the state’s criminal gambling laws. Position Responsibilities: This position requires a general knowledge of analytical practices and procedures related to criminal intelligence, as well as a working knowledge of digital, cyber, and information technology tools. Work involves collection, analysis, and presentation of data related to criminal activity investigated by commission personnel. The incumbent in this position utilizes analytical, cyber, and information technology skills to uncover sophisticated or complex criminal activity with the goal of determining the structure, scope of operation, capabilities, and weaknesses of the criminal suspect or organization.
Researches and recommends for acquisition the necessary hardware and software assets for use in technology-related investigations.
Maintains, utilizes, and validates hardware and software used in technology-related investigations.
Researches current and anticipated future technology advances to assess potential impact on the investigation of illegal gambling.
Provides additional investigative leads discovered as a result of analysis and provides informal suggestions concerning the investigation based on an in-depth knowledge of the analyzed evidence.
Assists in drafting subpoenas to ensure that pertinent records are identified. May accompany sworn personnel on search and seizures, after premises are secure.
Participates in interviews conducted by sworn personnel of witnesses and subjects, regarding matters for which a detailed understanding of technology-related issues are necessary.
Provides analysis of forensically recovered digital evidence for criminal investigations.
Assists with the search and seizure of technology and digital evidence on crime scenes, search warrants, and during other criminal investigative activities.
Extracts pertinent entries from records examined and prepares a concise summary of findings and necessary documents in various formats which would otherwise be highly complex in form, to include worksheets, schedules, memoranda, investigative reports, charts, or other presentation formats.
Assembles and arranges evidence and work product for trial purposes, and prepares a variety of related reports, graphs, charts, and exhibits, and otherwise assists investigative personnel and prosecutors with grand jury and trial activities.
Testifies, when required, before a statewide, state, or federal grand jury or trial jury and during other proceedings, as to information obtained, and/or analyzed and for chain-of-custody evidence.
Works with outside law enforcement, prosecutorial agencies, FGCC Pari-mutuel Wagering staff, tribal criminal justice agencies, and non-criminal justice agencies on a regular basis. Maintains regular communication with these entities for the purpose of gathering and organizing information on current and developing activity in illegal gambling.
Responsible for researching crime reporting data to ensure information received or disseminated is accurate and complies with state and federal requirements.
Reviews, monitors, and researches crime reports to identify activities, patterns, and techniques used to facilitate and conduct illegal gambling.
Uses cyber-specific intelligence resources to investigate online sports betting and to establish connections between criminal activity and persons or organizations.
Utilizes knowledge of online platforms and applications to request and analyze evidence pertaining to digital transactions relating to online sports betting and other illegal gambling activity.
Assists with development of covert identities to be used in online platforms, and maintains covert network for division use.
Clearly and effectively communicates documented illegal activities and trends to supervisors and other commission personnel in spoken and written form.
Maintains familiarity with legal issues surrounding the analytic process including privacy, confidentiality, civil rights, and civil liberties protections within the intelligence cycle and products, such as application of the 28 CFR Part 23 regulation and the handling of personally identifiable information (PII).
Supports commission objectives by task analysis, work flow documentation, and application support to avoid or resolve programmatic, administrative, and operational issues and problems.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of the criminal justice system;
Knowledge of the methods of data collection;
Knowledge of and ability to create databases, flowcharts, graphical timelines, and spreadsheets;
Comprehensive knowledge of fundamental computer operations, including hardware, software applications, and electronic communications;
Familiarity with computer, mobile, and cyber forensic tools;
Ability to maintain knowledge of current technology trends and techniques;
Ability to utilize problem-solving techniques;
Ability to use writing skills to clearly and factually present complex and interrelated information in investigative reports;
Sufficient oral communication and personal skills to be able to deal effectively with employees in other government agencies, businesses, and the courts;
Ability to plan, organize, and coordinate work assignments;
Ability to use deductive reasoning;
Ability to maintain confidentiality of information;
Proficient with Microsoft Office Suite (Word, Excel, Access, PowerPoint);
Working knowledge of Linux, Mac OS, Android OS, iOS, and Windows OS; and
Ability to understand and apply applicable rules, regulations, policies, and procedures.
Preferred Qualifications:
Degree in Computer system analysis, computer information systems, or digital forensics
Certifications through Cellebrite, IACIS, COMPTIA, or SANS
Minimum Qualifications:
Six (6) years of experience in computer systems analysis, computer information systems, or digital forensics; or
A combination of six (6) years of experience in computer systems analysis, computer information systems, or digital forensics and criminal intelligence, crime analysis, or law enforcement intelligence.
A BS in computer systems analysis, computer information systems, or digital forensics can substitute for four (4) years of the required experience.
