Overview To manage and be accountable for the performance and results of the Open Banking team and resources. Plan and direct the vision and development of Open Banking products used by our members and employees to enable third-party data sharing and connected banking capabilities. Partner with product team members to include Developers, Scrum Master, Data Engineers, API Engineers, Regulatory Compliance partners, and UX representatives to ensure deliverables fulfill strategic needs and drives superior member experience. Manage external relationships with Fintechs, third parties, and industry groups that support and leverage member-permissioned data sharing and connected banking. Develop and manage projects and initiatives and ensure team strategy aligns with department and organizational goals. Applies knowledge of best practices to solve problems that affect team success, maximize work optimization, and achieve results. Promote engagement and communication across teams. Decisions are guided by policies, resources, and the business plan.Responsibilities
Ensure the continuous improvement of the Open Banking 3rd party data access product
Assist in the management of relationships with 3rd parties currently or interested in accessing Navy Federal’s 3rd party data access product
Assist in the negotiation and management of contractual agreements with 3rd parties accessing Navy Federal’s 3rd party data access product.
Ensure the execution of Open Banking program priorities with a focus on achieving strategic objectives
Assist in the development and implementation of strategies that deliver new value and features for members that are powered by Open Banking, permissioned data sharing, and embedded finance
Collaborate with a cross-functional team to define and execute product vision and data-driven strategy
Streamline the execution of program priorities while maintaining the conceptual and technical integrity of the features or components for the team
Influence, and motivate product team and stakeholders towards continuous improvement of product
Translate program vision into product user stories
Direct the product backlog including refinement of stories with cross-functional team, and owning the prioritization
Partner with business analysts to integrate usability studies, user research, and market analysis to into product requirements
Analyze product usage and other empirical data and how that relates to key member needs to determine changes in product prioritization
Analyze true needs for product features and constantly push for clear understanding of value
Recommend new ways to solve problems for members and collaborate as a team
Partner with product team to formulate creative ideas or solutions for potential issues
Support and execute the long-term strategic direction and technology roadmap
Analyze benchmarking, trend analysis and other input to drive continuous improvement and elevate service performance
Bring external perspective and ideas from relevant sources, stay current with technology as well as, government/policy impacts and industry best practices
Coordinate when added product value should be pushed to members/employees
May deliver compelling and effective communications/presentations to executive management
Perform supervisory/managerial responsibilities
Selects employees, conducts performance appraisals, counsels and trains staff as appropriate
Ensures continuing skills development, mentoring and retention of staff
Manages merit pay in accordance with specified objectives and guidelines
Evaluates budget requirements, report variances and recommend adjustments to budget that support business needs and goals
Partner with Recruiting, Procurement, and OGC as needed
Perform other duties as assigned
Qualifications
Bachelor’s Degree in Marketing, Information Technology, Strategy, or the equivalent combination of education, training, and experience
1 year or more experience in market/consumer research, project management, and analysis in support of strategic planning initiatives
Experience in agile product ownership
Experience leading, shaping and developing innovative solutions while managing business risks
Ability to multi-task and prioritize with minimal direction and assertiveness to change team processes quickly
Ability to productively communicate to stakeholders, team members, and leaders
Experience in developing business or technology strategy
Working knowledge of project/program management processes and methodologies
Previous project leadership and execution, including initiatives with technology, processes, crossfunctional teams and external partner team members
Ability to exercise initiative, produce desired results and achieve objectives
Ability to learn different collaboration or product management tools quickly
Effective skill building relationships through rapport, trust, diplomacy and tact
Advanced analytical and conceptual skills to create original concepts/theories for various projects
Effective skill delivering effective presentations to groups of various sizes

Desired Qualifications
Master’s Degree in Marketing, Information Technology, Strategy, or the equivalent combination of education, training, and experience
Experience developing digital products
Background in technology or entrepreneurship
Understanding of and/or experience with Open Banking technologies and regulations
Working knowledge of Navy Federal policies, procedures, instructions, automated systems software and NCUA policies, instructions and regulations
