Job Title: Senior Specialist, Subcontracts Job Code: 15651 Job Location: Melbourne, FL Job Description: L3Harris Technologies, Mission Networks Business is seeking a Subcontract Manager to support the FAA Data Communications Integrated Services (DCIS) who will be responsible for the procurement of subcontracts including the management of cost, schedule, and performance. Essential Functions:
Implement sourcing strategies, assesses supplier risk (including financial), and develops mitigation plans
Prepares bid packages, conducts bidders' conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
Negotiates and coordinates additions, deletions, or modifications to subcontracts
Tracks all Purchase Orders through reports, works matched exceptions, open commitments, receiving discrepancies, returns, supplier discrepancies, and problem reports/supplier corrective action responses. Interfaces with receiving and accounting to resolve issues
Meets established goals, objectives, and performance metrics and solves problems of increased scope and complexity where analysis of situations or data requires a review of a variety of factors
Evaluate root cause and corrective actions with suppliers.
Builds stable working relationships with engineering and program office regarding procurement demands by early involvement with programs and suppliers to determine risk mitigation actions for critical path parts.
Create purchase orders/subcontract files in compliance with all command media and necessary process disciplines for audits
Management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment.
Act as a mentor and provide training and guidance.
Qualifications:
Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
Total relevant experience to be minimum of 5 years in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.
Preferred Additional Skills:
TELCO Experience
Experience with following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee)
Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
MRP system experience
Strong verbal and written communication skills
Lean Six Sigma experience.
Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
Works autonomously
Communicate effectively with a wide array of professional levels and functions
Navigate FAR regulations and internal procedures for compliance
Implement strategies to increase productivity and drive cost saving
Makes recommendations for solutions and process improvements
Works independently on assignments requiring judgment and initiative
