DIRECTOR OF PROJECT MANAGEMENT OFFICE

Responsible for running the Project Management Office with the objective of ensuring all projects/programs are delivered using a 'best-practice' Project Delivery Approach and are delivered within the agreed scope, time, cost and quality.

This role will be 3 fold, firstly overseeing the portfolio of organizational projects/programs & IT releases, providing expert knowledge and support and monitoring progress and reporting on the portfolio status. Secondly managing and organizing all vendor relationships/contracts. Finally, the development, introduction and on-going iteration of the organization's Project Delivery Approach including management and prioritization of IT capability planning.

The role is expected to provide strong leadership in a matrix environment to promote best practices in managing interrelated projects and programs to ensure successful delivery. This role will also ensure project resources have the correct toolsets and processes in place and that all relevant staff are trained and equipped to deliver successfully.

This role will be a member of the US Managed Care Leadership Team and will report to the CTO. The Director will eventually have management responsibilities to support him/her in carrying out the responsibilities of the role and delivering the objectives.

Strong project or program management and excellent organizational skills are fundamental, as is the ability to liaise with people at all levels of the organization.

The PMO Director holds both the leadership and management roles in the PMO. The PMO Director is also responsible for various methods and practices around provisioning IT into the business, improving the overall PPM maturity across the organization, and tracking and reporting the conformance to plans and expectations of IT-oriented initiatives. As an arm of the overall governance function, the PMO Director is responsible for supporting and enabling the organization's projects, programs and structured work efforts. The PMO Director ensures that the work of the PMO adds value, is relevant to the strategy of the organization, and meets the goals set for the PMO by executive management.

Job Description:

DUTIES AND RESPONSIBILITIES

• Facilitates among the PMO stakeholders and organizational leadership a consensus around the mission and vision of the PMO organization to foster a project-management-oriented culture and mindset.

• Engages senior leadership and business partners to define the PMO mission, goals and operating model, and releases this after senior management approval, in the form of the PMO charter.

• Leads the identification and development of PMO roles, team configuration and recruitment appropriate to deliver the agreed-upon PMO goals and objectives.

• Leads the identification and implementation of project management processes, methods, tools, guidelines and standards in order to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project delivery.

• Facilitates the agreed-upon process that develops plans and prioritization by leadership and governance.

• Defines, manages and directs the needed end-to-end PMO work effort, which includes leveraging best practices and techniques in identifying, quantifying and tracking the realization of expected benefits defined in business cases.

• Provides ongoing coaching and mentoring to PMO staff and project managers

• Builds and maintains relationships with senior leadership and key PMO stakeholders, and acts as a trusted advisor.

• Regularly reviews and evaluates opportunities to improve the project management best practices in order to achieve higher maturity in PPM

• Leads (where one is agreed and needed) the establishment of a project management community of practice to facilitate collaboration and best-practice sharing among project managers and key PMO stakeholders

Education

Bachelor's or master's degree in computer science, information systems, business administration or related field, or equivalent work experience

Experience

15 or more years of experience in IT and business/industry

5-7 years of leadership responsibilities

Demonstrated experience in leading diverse teams

Knowledge and Skills Experience with one or more project management methodologies (for example, PMI PMBOK, PRINCE2 and agile).

Program management skills and experience, plus significant knowledge of project planning tools with evidence of practical application (which is highly desirable).

Exceptional leadership skills with the ability to develop and communicate the PMO vision, and inspire and motivate PMO staff.

A distinctive blend of business, IT, financial and communication skills. (This is a highly visible position with substantial impact.)

Effective influencing and negotiation skills in an environment where resources may not be in direct control of this role. Excellent analytical, strategic conceptual thinking, strategic planning and execution skills.

Strong business acumen, including industry, domain-specific knowledge of the enterprise and its business units.

Deep understanding of current and emerging technologies and how other enterprises are employing them to drive digital business, and how they may be applied to the enterprise to drive digital business.

Demonstrated ability to develop and execute a strategic resource plan.

Excellent verbal and written communication skills, including the ability to explain IT concepts and technologies to business leaders, and business concepts to the PMO staff.

Contribute to organizational business and budget planning process

Contribute to the management, operation and performance of the Business Services Directorate; to ensure it meets its targets and supports the delivery of organizational and strategic goals

Manage the day-to-day activities in the Project Management Office (PMO)

Manage the PMO team and provides performance feedback and goal setting; conducts annual performance assessments and skill development and training

Manage the administration for project submissions/intake and approvals through the agreed prioritization and approval process, maintaining a pipeline of approved projects

Ensures a clear and consistent approach is in place to manage risk with alignment to the Finance & Business risk registers and the Corporate risk register

Collate qualitative and quantitative information on project performance for the preparation and production of project reports for internal management purposes

Work closely with Business Services teams (as well as internal and external project partners where appropriate) to devise, develop and deliver appropriate and proportionate systems to evaluate key activities at a project level

Provide advice and support to project partners on how project evidence and information has to be presented and reported

Ensure that information recorded in both electronic and hard copy meets with internal and external audit standards

Managing and maintaining vendor contracts and relationships

Planning and helping coordinate production releases leveraging DevOps model

Managing key project components including leading projects, establishing proper communication with all stakeholders/team members and managing change controls tied to scope-budget-timeline

Risk & Issue management from beginning to end at project, program and portfolio level

Change management as it relates to the project implementations

Creation of post-implementation operational plan and transitioning it over to appropriate IT/business team post warranty period

Working collaboratively with IT Architecture, IT Security, IT Infrastructure, Application Development and all Business functions involved in the project

Acting as a overall scrum master for Scrum of Scrums on Agile projects Project Delivery Approach

Be an advocate of the organizations Project Delivery Approach and process

Scope and shape the requirements of the Project Delivery Approach across the organization working closely with Business Services Director

Strong background in SDLC, Agile, ITIL (Ver 4.0), DevOps and PLC methodologies

Agile Project Management certification (or working towards such certification) - Agile Certified Practitioner (ACP) or Professional/Certified Scrum Master (PSM or CSM) preferred.

Devise, produce and implement new systems and processes to optimize more effective project management as required and within the framework of the organizations Project Delivery Approach

Own the PMO central repository of documentation and processes including the PM Toolkit

Ensure standardized and relevant document templates are available from a central repository for both the PMO and business project team members

Facilitates sharing of best practices through informal communities of action, PMO collaboration and/or formal training sessions to enable a consistent approach across all project. • Encourage knowledge transfer and lessons learnt activities within the PMO and business project teams to drive best practice. Liaise closely with Business Services teams to ensure accurate & robust budget monitoring against project plans

Ensure a robust process of notification or escalation is in place to report on both underspend and potential overspend with the appropriate approvals sought for either situation

Prepare, or support the team, to tender specifications for the external commissioning of work packages as delivery components of projects where appropriate

Track and monitor benefits realization against planned targets

Ensure post project reviews are in place and include lessons learnt exercises which identify both positive and negative outcomes to be actioned.

Ability to manage a portfolio of projects ranging from $50M to $100M
