Position is responsible for essential accounting, fiscal, and clerical functions of the F&S Section, and provides CHD-wide support in subject matter areas. Duties are performed in compliance with all policies and procedures as outlined by Florida Statute, Administrative Code, Department policies, and Accounting Procedures manuals. Maintains confidentiality of all information in the performance of duties.Serves as primary CHD-wide coordinator of accounts payable and receivable activities:
Audits all invoices and supporting documentation to ensure completeness and accuracy (i.e., purchase orders, statements of work, contracts, receiving documentation), and reconciles discrepancies prior to entry.
Reviews and submits all Advance Payment requests to Central Office.
Keys accounts payable transactions. Audits all transactions to ensure accuracy of org/object codes, invoice and receipt dates, approval signatures, and all other requirements set forth by the OCHD and Department of Financial Services (DFS).
Processes invoice payment using Department issued Purchasing Card. Performs all Purchasing Card activities with strict adherence to Department policies and procedures.
Maintain all voucher files.
Maintains contracted services workbook.
Serves as primary Liaison between DFS, Central Office Disbursement Unit, and OCHD F&A Section.
Maintains OCHD miscellaneous accounts receivable log, to include issuing and tracking assigned accounts receivable invoices.
Conducts research as needed or in response to OCHD staff inquiries, disseminates findings to appropriate staff. Provides support and guidance to OCHD purchasing staff for invoice and payment processing.
Performs clerical, fiscal, and administrative functions within the OCHD Business Office:
Codes, batches, and prepares Business Office invoices for payment.
Prepares travel authorization and reimbursement requests for Business Office staff.
Serves as liaison for the Business Office to vendors, regarding all accounts payable issues.
Prepares and submits monthly and quarterly billing to Okaloosa County Board of County Commissioners.
Serves as Deputy Registrar within the office of Vital Statistics for Okaloosa County. Will act in the absence or disability of the local Registrar to conduct business related to vital records. Serves as a liaison with the State Office of Vital Statistics, Medical Examiner, Department of Professional Regulation, the medical community, funeral home directors, hospitals, and the public in accordance with Florida Statutes Chapter 382. Acts on behalf of the local Registrar in their absence and is directly responsible for the timely filing of all birth records, death records, and applications for burial transit permits in Okaloosa County.Attends trainings or other professional development opportunities and remains abreast of all current policies, procedures, and requirements for the performance of all assigned duties. Attends routine meetings or conference calls for and with the F&A Section, Bureau of Vital Statistics, Division of Administration, and all others as applicable.Performs all other duties as assigned in support of the Agency’s vision and mission.Required Knowledge, Skills, and Abilities:

Ability to identify and analyze problems and develop plans or procedures to correct these problems

Qualifications:
One year work experience performing accounts payable or receivable functions preferred
One year work experience performing audit or reconciliation of accounts, databases, or systems preferred
Two years’ work experience in an administrative, clerical, or accounting role required
