The Work You Will Do: This is highly responsible, independent work assisting with the functions of the Business Planning (PABP) in various aspects of District Administration. The incumbent must be able to perform with an appropriate minimal amount of oversight from its supervisor, and must be skilled in multi-tasking, time management, decision making, and prioritizing work product based on customer need, and Department/District mission and goals. Your Specific Responsibilities:

Incumbent supervises a portion of the District’s Business Planning Team and advises them on matters of policy and administration. Reviews administrative information and recommends sources of action. Reviews the items received from program Business Planning Team members and advises them on matters of policy and administration. Incumbent is responsible for effectively communicating, and motivating subordinates; for the professional development of its Business Planning team members, for developing a succession plan to address future retirements; and is responsible for time and attendance of subordinates. Work involves setting benchmarks for Business Planning team and ensuring that they are crossed trained (documents/databases, etc.) to provide seamless service to the various district regulatory programs.

Staff Development

Develops staff technical expertise in assigned program areas.

Identify, develop, and mentor staff for leadership positions.

Responsible for motivating and building a team.

Maintains up to date performance appraisals and position description for all direct reports and assists the PABP with confidential matters. Assists in overseeing daily administrative activities and/or directing special projects or activities.

Assigns administrative duties which address expense tracking, cash receiving, property and building maintenance, personnel, and outreach.

Work involves assignments, which are broad as to objective, complex in nature and require independently making decisions and obtaining solutions by operating within well-established policies, laws, rules, and guidelines. This includes administrative matters for the PABP concerning all operations of above section, including budget, personnel actions, and organization and planning. The position requires a high degree of initiative and responsibility.

Uses initiative and independent, sound judgment in researching, collecting and tabulating information needed by the PABP to develop staffing, budget, capital expenditures, professional development and workspace requirements for staff. Assists in summarizing the results and making recommendations. Uses sound judgment in responding to public inquiries.

Leadership

Be positive and supportive toward upper management, be a team player and lead by example.

Skill in managing conflicts and negotiating mutually acceptable outcomes.

Maintains effective internal communication with superiors and subordinates in keeping with the Agency’s standards and expectations for communication effectiveness.

Required or Preferred Qualifications

Bachelor’s degree in a natural or physical science or Business Administration from an accredited college or university; or any combination of post-secondary education and/or verifiable related experience for a total of four years.

The ability to successfully complete a Level 2 State and National criminal history background check.

Other Job-Related Requirements for this position:

Valid Driver License

Travel is required, including overnight.

Working hours: (A) Daily from Monday to Friday - 8:00 a.m. to 5:00 p.m. (B) Total hours in workweek 40 (C) FLEX Schedule.
