SUMMARY:Tucker-Rose Associates is seeking an Project Management Administrator professional to help support a Federal Program with the US Department of Homeland Security (DHS) in Washington DC area. The Department of Homeland Security (DHS), Office of Chief Financial Officer (OCFO), Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) was established to manage, from a portfolio perspective, all FSM programs across DHS Headquarters and Components. The JPMO implements integrated financial, procurement, and asset management systems for DHS and its Components and provides a management approach to ensure successful FSM efforts. Currently, the JPMO is performing an

Oracle E-Business Suite (EBS) implementation for Countering Weapons of Mass Destruction (CWMD), the Transportation Security Agency (TSA), and the U.S. Coast Guard (collectively known as the “Trio”). The Project Management Administrator focuses on tracking all JPMO activities and ensuring every implementation effort proceeds on schedule and with minimal disruption. The Contractor shall assist with all aspects of JPMO project management, including the following:

RESPONSIBILITES:
  • Manage project documentation including project/technical meeting minutes and action items.
  • Maintain all change order, submittal, and document (drawings) control logs. Prepare logs and other project documentation for IT meetings.
  • Perform market research on new software and/or tool as requested by JPMO management.
  • Assist the JPMO in meetings with clients, subcontractors, etc.
  • Review technical deliverables and other documents as assigned by JPMO management.
  • Work directly with project managers and IT leads to help implement project goals.
  • Assist in the oversight of variable aspects of projects and provide direct assistance to ensure timely project execution.
  • Review project goals and ensure project goals are achievable.
  • Liaise with Component project managers to maintain project schedule and efficacy.
  • Assist with procuring materials and other items necessary for completing project goals.
  • Review project implementation and gather data on project execution.

REQUIREMENTS:
  • Bachelor’s Degree in Computer Science, Engineering, Math, or equivalent
  • 8+ yrs. of experience in the Information Technology Industry
  • Knowledge of Federal accounting concepts and standards, Federal procurement concepts (including the Federal Acquisition Regulations (FAR)), Chief Financial Officer (CFO) Act, Government Performance and Results Act (GPRA), Government Management Reform Act (GMRA), Federal Information Security Management Act (FISMA), Treasury Financial Manual (TFM), and relevant Office of Management and Budget (OMB) circulars and bulletins on financial accounting and internal and system controls.
  • Experience leading and supporting implementation of Oracle eBusiness Suite
  • Excellent written and verbal communication skills
  • Strong critical thinking and error assessment capabilities
  • Performs project administration support services involving data review, reporting, project coordination, budget review, and other duties in support of the Project/Program Manager.
  • Provides support to the Project/Program Manager in planning, managing, and monitoring projects through its life cycle.
  • Works on overall project planning through reporting on project schedules and deliverables.
  • Briefs management on the status of action items and metrics to track contract performance.
  • Coordinates projects; develops system for data collection, reporting criteria and records; researches, compiles statistics, and data for projects; may assist in writing narratives for reports.
  • Monitors project timeline; tracks document submissions; monitors and maintains audit files.
  • For program compliance, designs and implements procedures to fulfill project objectives and criteria; may prepare memorandums; works with agencies to resolve concerns and issues.
  • Prepares monthly variance reports with associated footnotes.
  • Evaluates and monitors the performance and efficiency of programs to ensure that program implementation is on target
