This Senior Safety and Risk Program Specialist will play a critical role in facilitating Metro¿s Safety Management System by supporting the Safety Risk Management process. This role will support strategic initiatives to address Metro¿s most pressing risks and drive continuous improvement efforts. The right candidate is a highly organized, and a proactive problem solver with excellent written and oral communication skills.MINIMUM QUALIFICATIONSEducation
Bachelor¿s Degree Occupational Safety, System Safety Engineering, Safety Management, Quality Management, or a related field.
Experience
Seven (7) years of experience with administering safety management programs, quality management programs, or applying safety risk management methodologies. Progressive experience with managing multiple concurrent projects.
Certification/LicensurePreferred
Transit Safety and Security Program (TSSP) Certification
Experience with ISO Quality Management Systems
Lean Six Sigma Certification
Master¿s Degree in Systems Management, Engineering, Safety Management, or related field of study

SUMMARYWorking closely with senior management, the Sr. Safety Risk Management Program Specialist implements the Safety Risk Management component of WMATA¿s Safety Management System (SMS). The incumbent develops end-user friendly processes; leads implementation through training, coaching, and mentoring; facilitates Executive Safety Committees, measures effectiveness with metrics based on key performance indicators; and collects feedback that is used to drive continuous improvement. The incumbent delivers a robust Safety Management System (SMS) that applies the Military Standard Safety Methodology (MIL-STD-882E), prioritizes safety risks; allocates resources against them; measures progress against performance targets; and adjusts to account for lessons learned. The incumbent partners with leadership to foster a culture where employees are comfortable reporting safety concerns, which are then captured, analyzed, and dispositioned in a manner that is formalized and transparent. Additionally, the incumbent oversees the creation and delivery of regular reports that provide a clear picture of top safety risks, the actions being taken in response, and input as to whether these actions are working as intended through metrics, which serve to inform decision making by senior management. The Safety Risk Coordinators embedded throughout WMATA report indirectly to the incumbent, who provides oversight, guidance, and direction to their activities to establish a smooth flow of safety risk information throughout the organization.ESSENTIAL FUNCTIONS
Leads development and implementation of the Safety Risk Management process using industry best practices such as MIL-STD-882E System Safety Standard Practice and oversees the coordination of efforts between Safety Risk Coordinators throughout the Agency to proactively identify, assess, and mitigate safety risks in accordance with WMATA¿s Agency Safety Plan.
Determines the Key Performance Indicators and established the metrics associated with Metro safety performance to measure the effectiveness of Safety Risk Management and enable data driven actions that result in continuous improvement.
Facilitates Executive Safety Committees that ensure leadership have the information needed to make informed decisions and to ensure that resources are allocated in a manner that maximizes value in the form of reducing safety risk as low as reasonably practicable.
Ensures clear and balanced communication of safety risks to internal and external stakeholders
Develops proactive internal and regulatory risk minimization action plans for real and theoretical risks. Utilizes understanding of the scientific basis for workplace injury and illness prevention programs, adverse events, and/or knowledge of risk management tools to assess benefit versus risk.
