What You'll Do:

Support the Building Partner Capacity (BPC) Program Support Team provides security cooperation logistics and management support to the 240 Division in pseudo-FMS case planning, administration, management, logistics, training, and financial matters. The Team evaluates, assesses, and makes recommendations regarding the planning and execution of BPC programs.

Key Responsibilities:

Support BPC case planning, administration, management, logistics, training, and financial matters.

Analyze enterprise-wide BPC programs, and make policy, program, and performance recommendations.

Routinely assess overall BPC program status and provide advice on progress and relevant timelines.

Provide advice, analysis, coordination, and prepare technical papers regarding strategic goals, meetings and symposiums, and conferences.

Support BPC data calls.

Familiar with Case Development processes, tools, opportunities, and inhibitors.

Support the development and maintenance of analytic products, including engagement sheets, information papers, and briefs.

Provide advice and support regarding DoN level reporting requirements and prepare assigned reports (i.e., monthly Chief of Naval Operations (CNO) reports, internal Navy IPO products, annual FMS Forecast Reports, and other related quantitative and qualitative reports.

Support Department of the Navy (DoN) and Department of Defense (DoD) security cooperation, security assistance and foreign military sales assessments, staff organization, and administrative requirements.

Analyze enterprise-wide foreign military sales case development and execution data, identify indicator metrics, and make policy, programs, and performance recommendations.

Identify FMS case development critical paths, assess trends, and analyze data.

Recommend data informed changes to FMS case develop process and products.

Through continuous process improvement, identify sources of friction or barrier and provide timely recommendations to managements.

Routinely assess overall case/program status and provide advice on progress and relevant timelines. Provide quarterly Plan of Action and Milestones (POA&M) exhibiting actual case/program status against pre-defined expectations.

Provide advice, analysis, counsel, coordination, and prepare technical papers regarding strategic goals, protocol issues, meetings and symposiums, and conferences.

Employ Defense Security Assistance Management System (DSAMS), Security Cooperation Information Portal (SCIP), and related information management systems to support case management analysis.

Support FMS case lifecycle metric data calls.

Develop various reports and presentations for formal case reviews/meetings. Annotate such efforts in monthly report.

Provide International Cooperative programs support to include developing inputs to strategic plans, regional and country summaries, command briefs, process desk guides and other handbooks, metrics reporting, and other internal and external communications documents.

Provide International Agreements (IAs) support to include preparing and coordinating IA staffing packages; tracking the status of international cooperative agreements; providing support for negotiations; reviewing, validating, updating, and documenting the status of potential, in-process, and concluded IAs in SharePoint; developing and submitting IA tracking and reporting summaries by country or program as required, development of related briefings and other presentation materials.

Provide DoD International Agreements policy support, including International Agreements Generator support, DoD International Agreements Neighborhood Watch support, including providing input and promulgating guidance.

Provide Information Exchange Program support to include coordination with U.S. Technical Project Officers; preparation and coordination of International Agreements and Information/Data Exchange Annex (I/DEA) staffing packages; reviewing, validating, updating, and documenting the status of identified, proposed, and established I/DEAs in SharePoint; and developing and submitting I/DEA tracking and reporting summaries by country or program as required; and development of related briefings and other presentation materials.

Provide support and preparations for OSD-level and Navy engagements with foreign partners.

Maintain the International Agreements Division SharePoint site with accurate and up-to-date libraries and records.

Support the development, staffing, and coordination of documentation associated with the Engineer and Scientist Exchange Program(ESEP), as well as tracking of ESEP placement status in SharePoint.

Support the OSD and Navy Coalition Warfare Program (CWP) by assisting program managers and international agreement negotiators in developing, reviewing, and presenting program presentations and supporting documents for the OSD and Navy CWP selection process.

Assist in financial management and tracking of RDT&E accounts, including allocation of future budget-year resources, interaction with Navy IPO 04, program managers, and resource sponsor for preparation of fiscal allocation documents, and for tracking and reporting on fiscal obligations and expenditures versus benchmarks.

Minimum qualifications

Education:

Bachelor’s degree with five (5) years in SA/FMS programs, acquisition support, international affairs, political science, business, and/or engineering.

This includes experience in areas such as international training, FMS sales, engineering and logistics support, equipment integration and procurement, case development and execution, technology transport and export control, and supporting strategic initiatives.

Experience:

Five (5) additional years of experience can offset the bachelor's degree requirement. (Total of 10 years of relevant experience).

Other Requirements:

Secret Security Clearance required

U.S. Citizenship status is required as this position will require the ability to access US only data system.

Telework may be available depending on the specific assignment and must be approved by the Program Manager/Contract.

Desired Qualifications:

Experience

Previous experience supporting Program Offices, PEOs, and Military Service, Joint or OSD-level staff is a plus.

Specific FMS case development experience is highly desired.

Experience working in Building Partner Capacity (BPC) programs or Title 10 security cooperation programs is desired.

Experience building/maintaining/monitoring BPC reports.

Completions of the following formal courses are desired: DISCS SCM-FA-OL (SCM 101), DISCS SCM-OC-OL (SCM-201), and DISCS IPSR-OL.
