The Red Gate Group is seeking a highly skilled and detail-oriented Compliance Assessment Program Analyst to support the Naval Treaty Implementation Program (NTIP) within the Department of the Navy (DON). In this critical role, you will help ensure the U.S. Navy and Marine Corps are fully compliant with international arms control treaties and nonproliferation agreements—protecting national interests while reinforcing U.S. commitments on the global stage.You will serve as a subject matter expert and core contributor to the Compliance Assessment Program (CAP), analyzing a wide range of programs and activities for treaty compliance. Your work will directly support the Navy’s ability to meet legal, policy, and operational obligations under agreements such as the Chemical Weapons Convention, Biological Weapons Convention, and others under the evolving global security architecture. You will assess program documentation, synthesize technical and legal information, and develop compliance assessments used by senior military and civilian leadership.This role demands strong analytical capabilities, experience in international arms control, a working knowledge of DoD acquisition processes, and the ability to translate complex policies into clear, actionable recommendations.Key Responsibilities:Conduct detailed Arms Control Compliance Assessments (ACCAs) for Navy and Marine Corps programs across the acquisition and operational lifecycleAnalyze relevant documentation including treaty texts, acquisition data, mission requirements, testing procedures, and U.S. policy guidanceDraft formal compliance memoranda and support correspondence in accordance with SECNAV correspondence standards, suitable for SES or Flag-level approvalMaintain and manage task workflows and documentation using the Navy Compliance Assessment Program (NCAP) DatabaseMonitor DoN and USMC systems, databases, and websites to proactively identify programs that require arms control assessmentsContribute to technical studies, briefing materials, policy reviews, and CAP-related reports required by NTIP leadershipSupport and coordinate Navy Arms Control Review Board (NACRB) engagements and other high-level policy meetingsCollaborate in a matrixed team environment, providing expertise across programs and helping maintain institutional continuity and policy fidelity
