Leidos Health Group is currently recruiting an Enterprise Architect, contingent upon contract award, to support the Department of Veterans Affairs' Enterprise Architecture (EA) Services Support task order.

The VA's mission is to to fulfill President Lincoln's promise To care for him who shall have borne the battle and for his widow and his orphan' by serving and honoring the men and women who are America's Veterans. The Account Management Office (AMO) within VA's Office of Information and Technology (OIT) drive's OIT strategy and investment selection processes with business outcomes and provides the structure and workflows required for supporting OIT functions required by law, regulation, and policy. VA's Architecture and Engineering Service (AES) implements EA to integrate strategic drivers, business requirements, and technology solutions to meet Federal law and policy requirements for an agency-wide EA.

JOB DESCRIPTION/SCOPE: The candidate will work as part of the Enterprise Architecture team supporting the design, development, implementation, and use of the overall VA Enterprise Architecture (EA). The Enterprise Architecture Team works with government staff toward better data and information architecture, data strategy, data governance, federation of architectures, information technology solutions, and assessing impact of potential changes on the organization and its stakeholders. The Enterprise Architect, in conjunction with Business Analysts and Government architecture leads, will work directly with senior executives of the enterprise to understand business customer needs and assist in deriving architecture requirements in the form of User Stories to accommodate those needs, and develop architectural changes accordingly. The Enterprise Architect will later engage with customers to determine if architecture products based on changes made, are understandable and provide the information originally requested by the business customer. Based on this feedback, the Enterprise Architect will add new requirements or make appropriate changes to increase architecture value to the business customer.

The Enterprise Architect develops, maintains and coordinates enterprise architecture content and products; aligns the architecture content with strategic goals, objectives, core business functions, as well as laws, regulations, policies, and directives (LRPDs); and aligns VA architecture content with Federal Enterprise Architecture (FEA) framework. The Enterprise Architect works as part of the Architecture Team to maintain and coordinate content, format and revisions. The team collects, maintains and reports on enterprise program metrics and milestones that measure business transformation progress and provides updates to the Enterprise Transition Plan.

The Enterprise Architect coordinates resolution of highly complex problems and tasks, promoting new ideas and concepts in support of operational goals and objectives; provides technical and analytical guidance; and integrates and translates complex concepts into tactical action plans.

The Enterprise Architect will work at the Veterans Affairs location in downtown DC.

Primary Responsibilities
  • Perform facilitation with Product Line stakeholders, using MURAL or other collaboration tools to obtain data and information
  • Create visual artifacts, diagrams, or models for publication or presentations that convey the business value of the enterprise architecture and support VA's Product Line Management (PLM) goals and objectives.
  • Support the development, review, and revision of EA core artifacts, including business lean canvas, portfolio lean canvas, business cases and portfolio epics, with cross-OIT and business partner participation.
  • Collect and analyze information from business and IT stakeholders in the formation of current state architectures, target state architectures, roadmaps, epics, and transition plans.
  • Support the delivery of smaller, more specifically scoped architecture artifacts as part of an integrated EA, with focused effort at the product line and sub-product line levels.
  • Create and maintain content for enterprise architecture web pages.
  • Ensure the compliance of customer standards; also ensure that contractual deliverables assigned are reviewed for completeness and completed on time.
  • Work closely with other teams, support organizations, program and product management within the VA Office of Information and Technology (OIT), Account Management Office (AMO), Architecture and Engineering Service (AES), and VA OIT Infrastructure Operations environment. Share knowledge for the benefit of the team.
Basic Qualifications
  • Bachelor's degree in Systems Engineering, Mathematics, Computer Science, Business Administration, or Information Technology (IT) Management. 8 years of additional relevant experience may be substituted for the degree.
  • 5 - 7 years of experience in business analysis, business process reengineering, and/or consulting.
  • 3 - 5 years of experience in enterprise architecture definition, development, and modeling.
  • Experience using automated tools to create enterprise architecture models, content, and visualizations (e.g., Unicom System Architect®; Cameo Enterprise Architect / No Magic / Magic Draw; Alfabet Enterprise Architect). Unicom System Architect is the current tool of choice.
  • Viewed as a well-developed strategic planning resource capable of handling complex analysis and writing assignments both independently and as part of a workgroup.
  • Exceptional soft skills including teamwork, collaboration, and facilitation.
  • Excellent analytical, technical skills, communications skills, and organizational skills.
  • Technical writing (experience in documenting data-related technical integration documentation)
  • Proficiency in the use of Microsoft desktop software: Word, PowerPoint, Excel, and Access.
  • Ability to work in a fast paced environment, with minimal supervision, and deliver results.
  • Collaborator, self-starter, strategic providing input to business and technical design to meet product line objectives

Preferred Qualifications
  • Experience using GitHub and Jira or similar Agile tools (requirements, configuration/version control, testing, etc.)
  • Familiar with developing architecture content using agile principles and methods (scrum, sprints, work items, etc.)
  • Experience with Microsoft Teams
  • Experience with MURAL digital workspace.
  • Experience with Value Stream Management
  • Experience with development, implementation, and monitoring of performance management processes and measures.
  • Experience in organizational dynamics, change management, product line management, cloud computing, and business transformation efforts.
  • Knowledge of and analytical skill in researching relevant Federal Government and VA Laws, Regulations, Policies, and Directives (LRPDs) in support of strategic planning
  • Solid understanding of federal IT security standards, HL7, and/or Electronic Health Record.
  • Experience contributing to executive level presentations that clearly and concisely document results of analyses and modeling efforts
  • Strong business and technical writing skills; specifically, experience in development and composition of strategic plans, client presentations, and related deliverables.
  • Familiarity with VA systems environment is a plus (although someone with the qualities listed above should be able to get up to speed quickly, past experience will reduce the learning curve)
  • Experience with Department of Veterans Affairs within the last two years, to include previous possession of VA PIV card and VA network access
  • Experience with VA, DoD, or other Federal strategic planning and enterprise architecture environments, processes, and personnel OR broad knowledge and experience with both commercial and governmental, enterprise-level, strategic planning approaches.
  • U.S. Citizenship, while not required, is highly desired as it speeds up the onboarding process
