Position Details:

The Role:

The Child Care Licensing Supervisor will be responsible for overseeing Child Care Licensing Specialists and other staff as assigned. This position is critical to the essential management of the state’s responsibilities to ensure the health and safety of children participating in child care programs. The successful incumbent will:

Maintain daily communication with staff and licensed providers to ensure consistency in the implementation of regulations, policies and procedures

Assign and oversee the work of staff who conduct on-site inspections of child care centers, group child care homes, and family child care homes, ensuring child care programs operate at or above minimum licensure requirements.

Review applications for licensure and inspection reports

Respond to disputes of inspection findings

Participate in administrative enforcement actions

Prepare records and reports

Provide technical assistance on regulatory issues

Be able to work independently and as part of a team

Conduct staff meetings

Train staff as necessary

Conduct performance evaluations

Make recommendations concerning child care licensing standards

Related duties as required

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Early Childhood, this class is accountable for supervising the statewide licensing and regulation of child care programs and providers.EXAMPLES OF DUTIES Schedules, assigns, oversees and reviews work of staff; identifies staff training needs and designs and provides training to meet needs; conducts performance evaluations; determines priorities and plans program work; develops, implements and ensures maintenance of program procedures; develops or makes recommendations on development of policies and standards; maintains daily communications with staff and child care licensed providers to ensure consistency in the implementation of regulations, policies and procedures; acts as liaison with other operating units, agencies and outside officials regarding unit policies, procedures and legal proceedings; prepares reports and correspondence; provides budgetary input; interprets and explains child care licensing laws, regulations and policies to child care professionals and the public; reviews child care licensing proposals and makes recommendations concerning regulations and statutes that impact the child care licensing programs; oversees complaint investigations including the coordination of joint investigations with DCF, law enforcement officials, local officials and others; mediates disputes over regulatory compliance between licensing staff and child care provider staff; works with representatives of other state agencies and outside officials when establishing and implementing joint agreements and policies; contributes to preparation of statement of charges and notice of violations; prepares cases for referral to adjudication; represents agency in formal enforcement and administrative proceedings; represents the Division in agency meetings, community meetings and with Commission; alerts Commissioner of cases needing immediate attention; conducts staff meetings; works with information technology staff concerning programing requirements, testing and troubleshooting analysis; represents agency on committees, task forces and professional conferences; prepares and presents training to DCF staff on MOU; performs related duties as required.KNOWLEDGE, SKILL AND ABILITY Considerable knowledge of relevant agency policies, procedures and regulatory practices; considerable knowledge of and ability to interpret relevant state and federal laws, statutes and regulations related to child care programs; considerable knowledge of principles and techniques of planning and operating child care and youth camp programs; considerable knowledge of child care licensing functions; considerable knowledge of emergency procedures; considerable knowledge of investigative processes; knowledge of and ability to mediate conflict; knowledge of and ability to negotiate and support the drafting of settlement agreements; considerable interpersonal skills; considerable oral and written communication skills; supervisory skills and leadership skills; ability to facilitate enforcement proceedings; ability to utilize computer software.MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Eight (8) years of experience providing professional child care services with involvement in program development and operational policy.MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE Two (2) years of the General Experience must have been in a supervisory or consultative capacity providing professional advice and/or technical support in the field of child care.MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in child development, early childhood education, public health, social work or other closely related field may be substituted for one (1) additional year of the General Experience.

For state employees, two (2) years of experience as a Child Care Licensing Specialist may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

Experience with supervision of staff

Experience facilitating meetings in a work setting

Experience providing staff training on child care licensing

Experience implementing policies and procedures for child care licensing

Experience providing written communication on child care regulations to internal and external stakeholders

Experience working collaboratively with a team

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
