We are looking for a CHP+ Program & Benefit Administrator for the Child & Family Health Division of the Health Policy Office (HPO)!

HPO is responsible for the administration and performance of Medicaid State Plan benefits and services, and the Child Health Plan Plus (CHP+). Staff within HPO are responsible for fee for service benefits implementation and administration, stakeholder relations, perinatal, youth and child health, policy development and implementation, contract management and performance, program administration and overall Medicaid program performance. HPO plays an instrumental role in achieving HCPF's mission to improve access to cost-effective, quality health care services for Health First Colorado members.

This position can work fully remotely from anywhere in the State of Colorado.

Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

Description of JobWHAT YOU'LL BE DOING AS CHP+ PROGRAM & BENEFIT ADMINISTRATOR:

Develops and updates program benefits for CHP+ in Colorado utilizing unique knowledge in child, youth and maternal health.

Translates and implements best practice policies for pregnant and postpartum people and children enrolled in the CHP+ program.

Leads efforts to modernize behavioral health benefits for CHP+ by partnering with Department SMEs, being up to date on clinical recommendations, and obtaining appropriate approvals for CHP+ implementation .

Assists with program and policy development and supporting contractors, stakeholders and agency staff with related issues.

Collaborates with other Department teams, such as benefit or contract managers, subject matter experts, and fiscal leadership to implement best practice benefits and corresponding budget proposals and policies.

Manages multiple projects for the CHP+ Program, overseeing small, medium, and large-scale projects throughout the project lifecycle as needed.

Reviews, analyzes, and provides policy summaries to internal and external stakeholders on federal and state authority related to CHIP.

Provides programmatic support for the Program and Health Policy Office’s overall goals and objectives.

OR Education and Experience: Bachelor's degree from an accredited institution in public health, healthcare administration, or a field of study related to the work assignment AND TWO years of professional experience in public health or healthcare policy, benefit management, claims and coding, or an occupational field closely related. Substitutions: A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree. A relevant advanced degree from an accredited college or university may be substituted for the bachelor’s degree and at the agency's discretion, one year of professional experience respectively. Previous relevant professional state experience

Masters Degree in public health, healthcare administration, healthcare management, nursing, or related field

Professional experience in:

Benefit management for pediatric and/or maternal care

Medical billing and procedure codes

State or federal Medicaid and/or CHIP rules and regulations

Definition of Professional Experience: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT:

All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.

HCPF is onboarding new employees using a hybrid approach. HCPF supports flexible work arrangements.
