ABOUT THE WORK UNITThe Colorado Information Analysis Center (CIAC) serves as the focal point within the state for receiving, analyzing and sharing threat-related information among private sector, local, tribal, and federal partners. The CIAC includes representatives from all levels of government and that represents a clearinghouse for threat information with a focus on protecting civil rights, civil liberties and privacy concerns. The CIAC also provides situational awareness and a common operating picture and coordinated information collection, analysis, dissemination for Colorado Department of Public safety (CDPS). The CIAC includes the following sections:

All Threats Intelligence Unit: is responsible for the receipt, review, analysis and dissemination of threat and hazard related information and intelligence. The unit produces reports for law enforcement and non-law enforcement personnel for the purpose of information sharing on criminal acts, acts of terrorism or terrorism threats.

24/7 Watch Center: produces consolidated situational awareness information and intelligence during any major incident and provides a common operating picture and coordinated information collection, analysis, dissemination for the CDPS and our state and local partners on significant incidents affecting Colorado.

Threat Liaison Officer Program: has identified individuals in a law enforcement, emergency services, military, public health, private sector entity who are responsible for reporting and disseminating suspicious activity and other criminal intelligence information to their local agency and to the CIAC.

State, Local, Tribal and Federal Partnerships: partners that are co-located in the CIAC in a part time or full time capacity, including but are not limited to: Federal Bureau of Investigation, Homeland Security Investigations, Department of Homeland Security - Office of Intelligence and Analysis, Department of Homeland Security - National Protection and Programs Directorate, Department of Corrections, Rocky Mountain Information Network, and the CSP Auto Theft Intelligence Coordination Center (ATICC).

TheSafe2Tellcomponent serves as a statewide reporting tool for community members and those members in school as well as a statewide answering point for all tips (phone, mobile or web-based). Safe2Tell is one of the most effective ways to gather intelligence from students, parents, teachers and community members about potential threats, concerns, welfare of students and potential violent incidents. Safe2Tell gathers and disseminates information that is reported to Safe2Tell to the school and local law enforcement.

WORK ENVIRONMENT 100% In-person position24/7 Rotating Schedule, working rotating shifts including nights, weekends and holidaysABOUT THE POSITION This announcement will be used to fill a Safe2Tell Analyst position within the CIAC. This is an entry level analyst position for Safe2Tell, designed to provide training and experience. This position is assigned to the CDPS 24/7 Watch Center, housed in the DHSEM/CIAC in Lakewood. Revised October 2023 Colorado Department of Public Safety 4 Safe2Tell receives and disseminates tips coming in from across the state. Reports are received via phone, web, or mobile app. Reports received are anonymous and confidential and the anonymity of the caller is protected by statute . The Safe2tell analyst will be required to have critical thinking capabilities as they receive information spanning a wide array of concerning behaviors. They will need the ability to multi-task as the reports are received via the phone, web, and mobile app and more than one tip can come in at once. This position is considered essential personnel as the Watch Center must be covered seven days a week, 24 hours a day. This position requires rotating shifts including nights, weekends, and holidays. Safe2Tell analysts need to work independently. They must deal with citizens from various backgrounds, and possibly in stressful situations. Safe2Tell analysts must be able to empathize with community members submitting reports whether via phone, web, or mobile app, and provide a calm and professional response. Safe2Tell analysts must have exceptional listening skills, and communication skills both verbal and written. Duties include (but are not limited to):Safe2TellReviews, assesses and processes information provided to Safe2Tell. Gathers information from callers, digital analysis of web/app-based reports, and inputs reports into the P3 System. Processes incoming reports from the web and mobile app to include two-way dialog with reporting parties. Forward the report to the appropriate school and law enforcement entity. Follow up with school and law enforcement to verify receipt of the report. Further, follow up with the schools and law enforcement for dispositions of reports received. Periodically provides updated contact information in P3 for contacts when a new contact is made known to those responsible for updating the system. Phone Line SupportStaffs all 24/7 hotline(s) within the CIAC, receives and makes calls from the public or law enforcement specific to various legislative requirements. Answers “hotlines” to receive and refer calls from the public about specific hotline, and to collaborate with other state agencies to obtain information necessary or beneficial for responding to requests. Intake, analyze, disseminate, and provide dispositions of all reported hotline(s) calls. Provide relevant resources, information and collaborate with other state agencies to obtain relevant information necessary or beneficial for responding to requests.State EOC Support & Recovery Task Force SupportAs directed, provides pre-disaster support to the State Emergency Operations Center training and exercise program up to 5% of time. During a state declared disaster, provides operational support to the State Emergency Operations Center as directed. When directed, assume assigned role as member of the State Recovery Task Force until relieved by Task Force Leader or Director, DHSEM.Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsTo be considered for this position, you must meet the following criteria for consideration. MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE) Experience: Four (4) years of demonstrated professional experience working in a organization related to criminal justice or working with K-12 students from from various socio-ethnic backgrounds, or working with youth in a mental health capacity or awareness of mental health in youth with activities that included dispatching, information gathering or customer service. OR Education and Experience:A combination of related education and/or relevant experience in an occupationrelated to the work assigned equal to four (4) years REQUIRED COMPETENCIES AND SKILLS

CONDITIONS OF EMPLOYMENT

Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.

Requires working rotating shifts including nights, weekends, and holidays to ensure appropriate level of staffing in a 24/7 work unit.

A valid driver's license required, in lieu of a driver license, must be able to independently complete any travel required for the position.

On-Call status-incident specific. High profile critical incident, criminal/terrorism cases or command post assignments necessitate duties that may occur outside normal business hours.

This position has an Essential Services Designation and can be required to work unexpected or unusual work hours to perform the essential and/or emergency services of the department without delay and/or without interruption.
