Description of JobEXECUTIVE DIRECTOR'S OFFICEThis position is located in the The Executive Director's Office. The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following:

The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department.

Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, procurement, budget, and logistics services (fleet, facilities, warehousing, material management and fabrication) to support the operations and programs of CDPS divisions.

Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions.

Compliance and Professional Standards Office – Develops policies, assesses and manages risk, and ensures compliance with state and federal requirements and professional standards.

Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Services, and the Colorado Bureau of Investigation.

Colorado School Safety Resource Center – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.

ABOUT THE WORK UNITThe Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:

JOB DESCRIPTION & POSITION DUTIESThe purpose of this position is to provide technical accounting support to DFPC. This position provides accounting support to DFPC, the (Wild Fire Management (WFM) Section Chief, and the Fiscal Manager. This position applies accounting theories, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GASB), and other professional accounting standards to provide professional accounting duties and financial reporting services to the Colorado Department of Public Safety (CDPS). Working knowledge of GAAP, GASB, basic accounting theory, and financial tools such as Excel are required. Working knowledge of state and departmental accounting and the state’s financial system of record (CORE) is preferred, but not required.Document Approval

Reviews and approves documents in CORE such as IN’s, GAX’s, PRC1’s, RE’s, and internal transactions and determines financial impact of transaction to the general ledger.

Ensures supporting documentation properly substantiates the nature of the transaction and demonstrates appropriate approvals.

Determines if the transaction is compliant with GAAP and GASB accounting standards, State fiscal rules, and all relevant State and department policies.

Position is also responsible for helping to troubleshoot various errors and provide guidance on how to correct.

Journal EntriesThis position will process journal entry transactions in CORE; and independently complete detailed reconciliations which includes identifying necessary corrections, making the corrections, and working with the relevant parties so they understand the correction required and the steps needed to prevent similar issues in the future. Position will collaborate with one or more divisions to support divisional objectives and represent the controller's office on fiscal matters, participating in divisional fiscal staff activities and advising divisional staff on agency-wide objectives. As liaison, position will serve as the fiscal subject matter expert for the resolution of a wide variety of fiscal issues, ranging from adjusting budgets to proper classification of expenditures to analysis and resolution of diagnostic anomalies.

Determining compliance with GAAP and GASB accounting standards, State fiscal rules, and all relevant State and department policies.

Identifying when additional training or policy revisions are needed.

ReconciliationsAnalyze and research accounting transactions recorded in assigned balance sheet accounts. Record adjusting entries (JV) to modify and correct transactions as appropriate.

Position must determine the nature of anomalies, which may be related to incorrect budget allocation, incorrect coding or recording of transactions, over-expenditure, or insufficient augmenting revenues, and many other possibilities.

Having identified the transactions responsible for the anomaly, position must determine select from several possible options the solution that agrees with Generally Accepted Accounting Principles, State fiscal procedures, State fiscal rules, budgetary limitations and the constraints imposed by CORE.

Often decisions must be made without complete information, and the corrective action to be taken must be determined by relying on judgment, experience, and intuition.

In some cases, the position must review hundreds of lines of data to determine whether the transactions were properly coded.

In the case of balance sheet accounts, it is necessary to be familiar with receivables or payables to know when and where those balances will be cleared, and to ensure that the clearing transaction is properly recorded.

This may involve searching through unrelated accounts for activity that may have been applied incorrectly.

Account reconciliation is crucial to ensuring CDPS receives value that it is entitled to, meets its obligations in a timely manner, and is able to provide accurate and meaningful financial reporting.

Option 2 (Education Substitution): Bachelor's degree from an accredited institution which must include 27 semester hours ofaccounting or finance.Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute forthe degree requirement and two years of the professional accounting experience.Additional appropriate education will substitute for the required experience on a year-for year basis. Experience with state financial system (CORE) is preferred.

A Certified Pubic Accountant (CPA) designation.

Highly proficient with Excel.

Excellent verbal and written communication skills.
