WHO WE ARE

Our purpose is to assist low- and moderate-income people to secure and maintain quality, affordable housing. The Marin Housing Authority (“MHA”) is a small, dynamic agency, well-respected in our field. The agency was recently awarded Public Housing Program of the year in the Northern California region, and the Housing Choice Voucher and the Public Housing programs have been either a high performer or a standard performer in the past few years. We serve thousands of people through a wide range of programs and services, including public housing for families, seniors and the disabled; housing choice vouchers (Section 8); supportive housing services for special needs populations; rental assistance payments; and financial and technical assistance for moderate-income first-time homebuyers and low-income homeowners. We have about 50 employees.

THE COUNTY

Located in the North Bay Area across the Golden Gate Bridge from San Francisco and across the Richmond Bridge from Berkeley and Oakland, Marin County is an economically and culturally diverse community of about 250,000 residents. From its tidelands to the top of Mt. Tamalpais, Marin enjoys a high quality of life marked by beautiful beaches, groves of redwoods and oaks, rolling foothills and scenic valleys. The mild year-round Mediterranean climate is highlighted by cool, coastal fog tempering the warm inland temperatures of summer. While San Francisco has some of the country’s highest rents, neighboring counties like Sonoma and Alameda counties have significantly lower rents and are a short drive away from the Housing Authority’s San Rafael and Marin City offices.

THE POSITION

Marin Housing seeks an experienced highly self-directed individual with regional portfolio management experience to manage MHA Public Housing program and other MHA properties. The portfolio manager plans, organizes, and directs the operational and physical management and ensures the financial viability of low-income public housing properties in accordance with applicable federal, state, and local laws, regulations, and directives. As a member of the Executive Management Leadership Team, the portfolio manager is responsible for overseeing the effective, efficient, and economical management of the Authority’s public housing, HUD, project-based, and market rate properties, and supervises a large team of maintenance, clerical, custodial and paraprofessional staff.

The ideal candidate will possess solid analytical skills, and will understand asset management, property management, and tax credits. This position will be responsible for overseeing public housing properties, develop tax credit programs, managing a variety of special projects simultaneously, solving financial, maintenance and residence problems effectively, and developing and monitoring budgets. Strong candidates will be well-versed and experienced in successfully building and maintaining positive working relationships with multiple stakeholders, both internal and external to the Housing Authority, and will be thoughtful, inclusive, and resourceful in their ability to solve problems.

Required Abilities

Knowledge of:

 Financial management and asset management budgeting.

 Operations, leadership and supervision, customer service, marketing and leasing, property management, property maintenance and safety and risk management in the residential sector.

 Report preparation techniques and procedures.

 Public Housing and Tax Credit program rules, regulations, and standards.

 Local housing market.

Abilities:

 Exhibit leadership and effectively supervise clerical, and maintenance management staff.

 Advanced written and verbal communication skills (in English) and the ability to communicate effectively with diverse audiences.

 Prepare and present ideas in a clear and concise manner, and communicate effectively both orally and in writing with all levels of personnel and people of different cultural and socio-economic backgrounds.

 Exercise management initiative and independent judgment that demonstrates quality customer services, good business sense, and creative problem-solving.

 Solve financial, maintenance and resident problems effectively in accordance with applicable laws, regulations, policies and procedures.

 Develop, calculate, and monitor budgets and interpret, understand and develop financial information and documentation.

 Demonstrated ability to prepare and evaluate professional, financial, and technical reports, grant applications and other documents.

 Research and interpret laws, regulations, policies, and procedures.

 Manage many projects simultaneously and manage shifting priorities in a fast-paced environment.

 Ability to promote harmonious relations among residents, housing personnel and people in the community.

Required Experience

Any combination of experience and education would be likely to provide the required knowledge and abilities to successfully perform the functions of this position as determined by the Authority. A typical way to obtain the knowledge and abilities would be:

Experience

Five (5) years of increasingly responsible experience in property management in an administrative and/or technical capacity involving program development, and implementation of federal, state, and local laws, regulations, and related directives. Federally assisted housing/asset management experience preferred. Two (2) years of supervisory experience. There shall be no substitution for supervisory experience.

Education

Possess a bachelor’s degree from an accredited college or university with a major in urban studies, city and/or regional planning, public administration, business administration, real estate, civil engineering, or a related field. Possession of a master’s degree from an accredited college or university in one of the designated fields is desirable. An equivalent combination of education, training and experience may be substituted.

License and Certification:

Some assignments may require possession of a valid California class C driver's license and have a satisfactory driving record.

COMPENSATION / BENEFITS

Annual salary range is 99,336.33- $133,120.19. Our current comprehensive benefits package includes a generous monthly allowance for medical; dental, vision and life insurance monthly premiums fully covered by the authority; CalPERS retirement 2% @ 62; a 457 deferred compensation plan; 12 paid sick days per year; 10 days paid annual leave per year for the first two years, and will progressively increase as years of service increase (up to 30 days per year); 2 paid floating holiday days; 40 hours of paid management leave; and 13 paid holidays. Other benefits include: FSA accounts, 457(b) plan, tuition reimbursement policy. Finally, the Housing Authority has 9/80 schedule available to employees, which, upon supervisor approval, allows eligible employees to have every other Friday off.
