DIFFERENTIAL RESPONSE PATH II & AFTER CARE SERVICES
The Contra Costa County Employment and Human Services Department (EHSD), Children and Family Services (CFS) Bureau, announces the issuance of Request for Proposal (RFP) 1223, making available up to $3,952,500 ($1,317,500 annually) for three (3) qualified community-based and/or faith-based organizations that have interest, experience, and expertise in:
Supporting and engaging with children and families in the community, which may include at risk families and families who have come to the attention of child welfare, and
Delivering direct, live, in-home and in-person case management services to stabilize the family unit.
At risk of child welfare involvement is defined as having one (1) or more risk factors associated with child maltreatment, e.g., parents with mental health concerns, parental substance abuse, exposure to domestic violence/intimate partner violence, parental or child disabilities, young parental age, poverty, etc.
The purpose of the Differential Response (DR) Path II & After Care Services Program is to help at-risk families address barriers affecting their ability to safely and adequately provide for their children and to avoid further need for CFS involvement. CFS is interested in having one (1) agency provide DR services in one (1) of each of the three (3) Contra Costa County regions: East, West, and Central County.
Program funding is estimated at up to $2,635,000 for the initial twenty-four (24) month period of January 1, 2026 through December 31, 2027 with the possibility of a one (1) year renewal based on satisfactory performance, available funding, and service need. The Funding may include county, state, and federal funds.
Bidders’ Proposals are due by 5:00 p.m. on Monday, July 28, 2025, without exception.
