Senior Services Program Manager - Countywide

The Senior Services Program (SSP) Manager is responsible for the overall operation and implementation of multiple programs within the agency-wide Senior Services Program. The SSP Manager will directly oversee projects such as the Housing Authority (HA) Program and the Senior Wellness Promotion Program (SWPP), as well as coordinate the implementation of CalAIM efforts within the larger Senior Services Program.

Duties include the responsibility and coordination of staff; program and budget development, administration implementation, and evaluation; coordination of project partners for successful implementation of program services; interfacing with funders and program oversight agencies; overseeing program quality controls; ensuring contractual targets are met; and completion of qualitative and quantitative reports reflecting services rendered.

The Senior Services Program Manager will supervise staff providing case management, senior activities at various locations, and resource connections to community members. This position works in a variety of on-site and off-site settings. This position reports to the Senior Services Program Director.

II. SPECIFIC DUTIES, FUNCTIONS AND RESPONSIBILITIES

Program Supervision

1. Maintain staffing levels by recruiting, interviewing, selecting, orienting, developing, and evaluating staff in multiple programs.

2. On a weekly basis, meet individually with direct reports to provide ongoing feedback and direction, support, consultation, and discuss any corrective actions as needed.

3. Facilitate weekly team meetings or as needed to ensure delivery of information is timely.

4. Provide case consultation to ensure appropriate and ethical delivery of services.

5. Monitor employee productivity and evaluate outcomes.

6. Monitor and ensure completion of data entry by direct service staff.

7. Review and approve requests for leave, timecards, and other administrative tasks.

8. Conduct training and create other professional development opportunities to develop employee skills and knowledge.

9. Conduct formal employee yearly evaluations to set goals based on performance and program objectives.

10. Maintain a safe and inclusive work environment by establishing and enforcing FSA standards and adhering to legal regulations.

Program Development, Compliance and Evaluation

1. Oversee quality controls for this program including monitoring program outcomes, evaluate program effectiveness, and staying current with research in the field, including evidence-based practices and effective interventions in the communities FSA serves.

2. Plan and manage all aspects of program design, evaluation and effectiveness, data collection and methods, data analysis, and reporting. Oversee program database systems and supports staff to conduct data collection and entry.

3. Oversee contract compliance and maintain communication with funders to further program goals.

4. Ensure contractual expectations and program targets are met and that services provided are within the scope of practice.

5. Work with the SSP Director to develop and maintain the program budget(s).

6. Identify opportunities for program expansion and growth in alignment with FSA’s strategic plan.

Supervision

1. Meet regularly with the SSP Director to maintain ongoing communication about the program's goals and objectives.

2. Works collaboratively and develops transparent communication systems to ensure program and employee alignment with FSA’s policies and practices.

Community Partnerships

1. Interface with local partners, and other funders for successful project implementation.

2. Cultivate and maintain effective relationships with community partners, stakeholders, and funders.

3. In collaboration with other management team members, coordinate staff response to crises that arise within the program or in the community according to existing agency protocols.

4. Network with community partners to cultivate relationships to increase FSA’s visibility and position in the community. Attend community events on the evenings or weekends.

Management Team Member

1. Works with the FSS Program Directors, managers, supervisors, and other staff to support efforts by leveraging resources and staff.

2. Participate and collaborate with FSA programs to ensure alignment across program operations and program development.

3. Participate in the ongoing development, evaluation, and implementation of operational and strategic plans. Attend agencywide meetings.

4. Implement quality assurance and risk management processes.

5. Participate and support agency-wide organizational initiatives.

6. Implements, adheres to, and enforces systems, policies, and procedures.

7. Participate in Board meetings or other agency committees as needed.

8. Model and ensure an inclusive, welcoming, and inspiring organizational culture aligned with FSA’s values.

9. Provide a safe, and trauma-informed environment for staff, clients, and community partners.

10. Cultivate a climate that invites and motivates employees from diverse backgrounds, providing the platform and support to grow and lead at FSA.

11. Model and ensure an inclusive, welcoming, and inspiring organizational culture aligned with FSA’s values.

12. Exemplifies thoughtful and open communication with colleagues and community partners by providing constructive feedback about programs, staffing, and other matters related to working at FSA.

13. Ability to work with people of diverse backgrounds and exhibit cultural humility.

14. Practices continuously learning and applies skills and knowledge for personal, professional, and organizational improvement.

15. Other duties as assigned.

III. EMPLOYMENT STANDARDS

- Familiarity with community resources and knowledge of challenges facing older adults, and a working knowledge of trauma-informed care.

- Excellent written and communication skills required.

- A professional attitude, a team player, and the ability to maintain confidentiality are necessary.

- Demonstrated commitment to valuing diversity and contribution to an inclusive working and learning environment.

IV. EMPLOYMENT QUALIFICATIONS

- BA required. MA preferred in social work, psychology, or related field.

- Five years of field-related experience required.

- Bilingual in English and Spanish preferred.

- Demonstrated proficiency in Microsoft Office, including MS Word, Excel, SharePoint, and Outlook. Ability to learn and apply knowledge and skills to various types of software.

- Background check required.

- Valid automobile insurance and a valid California Driver License are required.

- Reliable transportation is necessary to travel throughout Santa Barbara County.

Pay range is DOE starting at $87,360-$89,440
