JOB TYPE: Full Time
NUMBER OF POSITIONS: One Position (non-supervisory), to be filled at either the Assistant or Associate level dependent on education and work experience.

POSITION SUMMARY:
The general duties of the position will be to perform engineering, water management, flood management and water quality duties; assists in conducting field inspections and investigations of the Agency’s systems and facilities; participates in scientific studies; and performs related work as required. More specific duties of the position will include instrumentation and SCADA operation and maintenance, groundwater monitoring, flow measurements, maintaining a network of real-time water quality stations, data management, oversight of water quality and hydraulic models, participate and/or oversee water quality and water resource studies, and other duties as needed to support the Water Agency’s member agencies and Strategic Plan. The position will also consist of a blend of office and field activities. Initial projects the Water Resources Engineer may be involved with include:
Troubleshoot and maintain the Agencies monitoring and SCADA networks.
Design, develop, and maintain flow monitoring locations.
Collect flow measurements and develop rating curves
Install and maintain groundwater monitoring locations
Conduct discrete water quality sampling in or adjacent to lakes, streams, canals and tidal channels within Napa, Yolo, and Solano Counties.
Collect groundwater data throughout the Solano Subbasin and Solano County as part of the SGMA process.
Oversee and manage consultant teams
IDEAL CANDIDATE:
The Water Agency is open to a candidate with a range of technical experience, varying from a recent college graduate with applicable internship or relatable experience to a candidate with extensive technical expertise. The successful candidate will have strong interpersonal communication skills, the ability to work well across the organization, and embrace a team mentality. The candidate will be required to work independently and be a self-starter. The candidate will also need to work closely and collaboratively both within and outside of the organization. Strong customer service skills are also expected to serve the needs of SCWA’s eleven (11) member agencies and the water resource needs of Solano County. Lastly, the candidate shall have the ability to manage multiple projects and priorities.
QUALIFICATIONS:
Any combination of training and experience, which would provide the required knowledge, skills and abilities, is qualifying. License and Certification requirements are included in the respective Job Descriptions. A typical way to obtain the required qualifications would be:
Assistant Water Resources Engineer: Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or a related engineering field.
Associate Water Resources Engineer: Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or a related engineering field. Two (2) years of experience in general water resources engineering. Possession of a graduate degree and/or related certification(s) may be counted toward the required experience. Possession of registration as a Professional Engineer (PE) in the State of California. PE license requirements may be waived at the discretion of the Agency.
CURRENT BENEFITS:
RETIREMENT: The Agency participates in CalPERS retirement program. “New” CalPERS employees have a defined benefit formula of 2% at age 62 and pay a contribution rate of 50% of the normal costs. “Classic” CalPERS employees have a defined benefit of 2% at 55 and the Agency covers both the employee and the employer share of costs. The Agency is not enrolled in Social Security.
HEALTH BENEFITS: The Agency has a cafeteria plan for medical insurance (through CalPERS). The Agency covers up to 80% of the full family Kaiser plan medical insurance costs (other health plans available). Twenty-five percent of any unutilized benefits in the cafeteria plan are reimbursed to the employee at the end of the calendar year. The Agency pays the cost of the following benefits:
Dental Insurance for employee and dependents.
Disability Insurance for the employee.
CalPERS Long-Term Care Insurance for the employee up to $800 per year (program is currently suspended by CalPERS).
Post-Retirement Health up to $12,500 per year once vested.
LEAVE - Regular full-time employees accrue vacation leave at the rate of 15 day per year. After three (3) years employees accrue vacation leave at the rate of 20 days per year. Regular full-time employees accumulate 12 sick leave days per year.
HOLIDAYS – Regular full-time employees receive 13 paid holidays per year.
OTHER BENEFITS – Employees may elect to participate in a deferred compensation plan and/or a flexible spending account plan.
