DESCRIPTIONDESCRIPTIONThe City Manager’s Office is recruiting for a full-time, unclassified Protocol Officer (Assistant to the City Manager), who will report directly to the Deputy City Manager. This position will be responsible for supporting international diplomacy efforts between the City, the Port of Long Beach, World Trade Center Long Beach, and Visit LB, including sister city initiatives, dignitary visits, Port-related international engagements, foreign relations in preparation for the 2028 Olympic and Paralympic Games, and other international partnership efforts that will raise Long Beach’s profile as a global city and advance economic development opportunities. The City Manager’s Office is responsible for the administration of all City government departments, except for elected offices and the semi-autonomous departments. Develops the City’s protocol guidelines and assists City departments with protocol through trainings and the development of educational materials;

Plans and coordinates official welcome presentations, meetings and events when Chiefs of State/Heads of Government and other distinguished foreign officials visit Long Beach;

Provides direction to City departments and Long Beach cultural facilities hosting informational meetings/briefings for foreign delegations;

Serves as the City’s liaison to foreign groups for the purpose of developing and nurturing strong working relationships with international counterparts;

Coordinates with foreign consulates and other agencies involved in consular affairs and dignitary visits;

Works with groups such as the Port of Long Beach, World Trade Center Long Beach, and Visit LB to offer hospitality to foreign dignitaries and delegations and to showcase and promote Long Beach economic development opportunities;

Seeks opportunities for international partnerships, trade missions, and cultural exchanges to benefit the City;

Assists City departments and members of the business, academic, and public communities with questions concerning general protocol, etiquette, international customs, flag etiquette, and other related issues;

Supports the City’s communications team in managing media coverage of protocol-related events and visits, preparing official statements, drafting speeches, welcome addresses, and other communications;

Provides support to Sister and Friendship City community groups; and,

Manages and coordinates with appropriate City departments and partners on requests from foreign associations and groups regarding the 2028 Olympic and Paralympic Games, including visits, negotiations with the City, and events.

REQUIREMENTS TO FILEEDUCATION

Possess a Bachelor's degree from an accredited college or university in Political Science, History, Public Administration, Communications, or a related field.

EXPERIENCE

Three (3) years of experience working in a role related to public diplomacy.

DESIREABLE QUALIFICATIONS

A graduate level degree.

Additionally, this candidate must possess the ability to work on multiple assignments concurrently and potentially travel for the job.

As a permanent employee, you are eligible to receive fringe benefits that include:Retirement: California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. Public Employees’ Pension Reform Act (PEPRA) CalPERS Members: Effective the second full pay period following City Council adoption, the City contribution will increase from two percent (2%) to three percent (3%) of base salary for all qualified PEPRA CalPERS members.
