Title: Program Manager Duties: Facilitates the capturing and prioritization of program requirements including people, process and technology dependencies; defines and manages program scope Defines and manages program organizational structure; people and work streams Leads, plans, schedules, tracks, and manages program deliverables, goals, and milestones and other "success" criteria; adjusts program plans and/or resources to meet changing needs and requirements. Works with applicable project managers to assess and manage project inter-dependencies within and outside of the program Assesses program risks and creates strategies for risk mitigation and program contingency planning Designs and maintains program documentation Identifies and resolves program issues; ensures appropriate communication to program stakeholders Leads, directs and monitors daily work of project managers including progress toward goals Supports the monitoring, review, and/or escalation by project managers of functional, quality, and timeline issues Identifies resource needs and secures and/or supports as needed Supports project managers in providing the day-to-day direction and oversight over project engineering teams. Develops and executes program stakeholder management plan, including roles and responsibilities; understands and ensures compliance with various governance structures in place Develops, manages and forecasts program budgets, analyzes variances, and resolves invoice issues Delivers/coordinates/supports communication with all areas of the enterprise that impact the scope, budget, risk, and resources of the program being managed Develops and executes the program procurement management plan in association with Procurement along with the program vendor management plan Implements program reviews and supports project quality assurance reviews in accordance with IT guidelines to ensure profitable and successful execution Ensures program plans and all project documents are complete, current, and appropriately stored Delivers engaging, informative, and well-organized presentations to executive and other audiences Develops and executes stakeholder management plan Manages project scope and the change control process as appropriate Develops project plans and team assignments ensuring that resource allocation and project costs resulting in a forecast model and a managed budget Monitors, reviews, and/or appropriately escalates functional, quality, and timeline issues Participates in identifying and prioritizing opportunities for utilizing IT to achieve the goals of the enterprise Supports practices, policies and operating procedures and ensures alignment to departmental objectives and strategy. Understands effective communication across all levels of the organization (both upward and downward) with the appropriate message, the right tone and the appropriate level of impact. Keeps track of lessons learned during the life of the program and attends discussions/reviews by Project Managers at the end of each project as part of closing the project out Supports a work environment in which people are able to perform to the best of their abilities. Holds self-accountable for technical abilities, productive results and leadership attributes.
