Cosumnes Community Services District is looking for a detail-oriented and energetic GIS Analyst to join our growing IT team. As the GIS Analyst, you will be providing visual analytics to help our end-users make data driven decisions and working with the rest of the IT team to strategically develop and implement innovative technology solutions. The duties include a variety of highly advanced complex professional, technical and analytical duties in the operation of GIS including work in the areas of: data maintenance and conversion, complex GIS analysis, GIS application evaluation and development, GIS server/database administration and project management. The GIS Analyst is responsible for the overall coordination, development, implementation, operation and maintenance of the GIS program and serves as the District’s GIS representative.Qualifications:
Education and Training:- Bachelor’s degree from an accredited college or university in geographical information systems, computer science, engineering, planning or closely related field. ESRI certification strongly desired.
- Five (5) years directly related professional experience involving the operation of an ESRI-based computerized mapping and/or geographical information systems and its related extensions and relational databases;
- Demonstrated experience designing custom applications with relevant programming languages;
- Proficient use of Office 365 productivity suite, Microsoft Windows, Internet, and computer networks;
- One year of GIS project management experience with budget responsibilities preferred.
- Must possess a valid California class “C” driver’s license, with a clean driving record and maintain it throughout employment.
- Provide highly advanced complex professional level support in technical and analytical duties in the operation of GIS;
- Digitize, create, maintain, and analyze a variety of GIS data. Verify and ensure accuracy of mapping and related data is consistent with the District’s standards;
- Creates, manages, updates, modifies, reproduces and distributes geospatial databases;
- Convert a variety of data sources (pdf maps, paper maps, spreadsheets, AutoCAD drawings, external data) for incorporation into the GIS database;
- Maintain geospatial documentations for reference purposes; Collects, assembles, verifies and interprets legal land records, surveys, demographics and source documents to accurately maintain the GIS database;
- Prepare maps, aerial imagery, drawings, charts, graphs, spreadsheets, data files, and/or statistical reports for use by District personnel, community groups and the general public;
- Leads the development of internal and web-based GIS data applications and services;
- Manages or performs special GIS projects and participates on GIS-related committees, including geospatial database enhancements and further development of GIS applications, as needed to support the District’s GIS operational needs;
- Train, coordinate and assist GIS users in analysis, GIS functions, and uses with other departments, other agencies/jurisdictions, engineers, developers, and the general public;
- Provide advanced level information system user support; responds to questions and inquiries on GIS related issues to departments, agencies, and the public;
- Provides lead direction to lower level GIS employees; including selecting, training, and coordinating GIS work;
- Assists with field data collection using GPS equipment and mobile devices with ArcGIS Collector;
- Prepares the annual GIS program budget; monitors approved budget; advises appropriate personnel on budget matters relating to the GIS program;
- Maintains a familiarity with activities and trends in the field of GIS and recommends actions to improve techniques, services and procedures;
- Attends training courses, professional organizational meetings, conferences and seminars as required;
- As an exempt essential District employee, may be required to perform duties outside of normal business hours;
- Attend Board of Directors meetings, District events or provide on-site GIS resources during emergencies or natural disasters;
- Performs other related duties as assigned.
