Position Specifics: Due to statutory reporting requirements, the OAL Controller position requires the presence and availability of the individual in this position to perform a monthly accounting close and create all required financial reports by the tenth day of each month. Position InformationClass Code: A014NGrade: GS12FLSA Status: NON-EXEMPTSalary Range: $69,776.00 - $111,293.00SummaryThe Office of Arkansas Lottery (OAL) Controller is responsible for the accuracy of the OAL’s financial records used to prepare monthly and annual financial statements. The OAL Controller will maintain the accounting function to ensure compliance with Government Accounting Standards Board (GASB), generally accepted accounting principles (GAAP) and the Arkansas Scholarship Lottery Act requirements. Responsibilities include but are not limited to: analyzing accounting data and reports, for the preparation of monthly financial statements for delivery to the Governor of Arkansas, the Secretary of the Department of Finance and Administration, and the Co-Chairs of the Arkansas Legislative Council Lottery Oversight Sub-Committee (LOC). Also, the position will be responsible for supervision of Accounts Payable activities, recording of daily banking transactions and all gaming transactions. Also, will assist in the preparation of the Annual Comprehensive Financial Report (ACFR). This position exercises a high level of judgment and discretion, with limited direct supervision. The OAL Controller reports to the OAL Chief Fiscal Officer. The Accounts Payable Accountant will report to this position.FunctionsResponsible for completion of monthly closing of Sage50 General Ledger, with appropriate preparation and postings of all journal entries in Sage and AASIS, with supporting documentation. Prepares monthly financial statements in Sage50 and calculates Net Proceeds to be transferred to Arkansas Department of Higher Education Lottery Scholarship Trust Account. Monitors and analyzes monthly operating results compared to the previous year and to the budget. Analyzes, prepares and distributes various financial reports and statements for internal and external use. Reviews all lottery/gaming financial transactions and reconciles to banking transactions. Reviews daily prepared state and federal tax withholding for all gaming activity and assures deposits are made timely. Also reviews annual filing of IRS and State of Arkansas tax reports. Supervise and monitor Accounts Payable, weekly ACH payments to MUSL, and Arkansas Department of Higher Education wire transfers, and assures these, and other payments, are made in a timely manner. Ensures the accurate recording and documentation of all financial transactions and assures compliance with all applicable state and federal regulations. Manages the monthly reconciliation process; research errors when files are out of balance and ensures corrective action is taken to prevent a reoccurrence. Compile and maintain all significant accounting policies and procedures. Assists and serves as the primary accounting support for the OAL Chief Fiscal Officer and performs related duties as required. Performs MUSL accounting and reconciliation for multi-state online games; reconciles MUSL draws to OAL general ledgers; accounts for deferred online revenues and unclaimed prizes for online games; computes and journalizes all accrued prize expenses for all games. DimensionsKnowledge, Skills and AbilitiesQualified individuals must exhibit the ability to interpret and apply the accounting requirements of GASB as well as GAAP, familiarity with computer based accounting systems and above average communication and interpersonal skills. Must possess advanced knowledge and experience with Microsoft Excel and computer based accounting software such as Sage Accounting Software. Must be knowledgeable of GASB and GAAP in order to produce monthly and year end financial statements that are in compliance with GASB reporting requirements.Must be able to communicate effectively and supervise the work of others.
