Position InformationClass Code: S005CGrade: GS09FLSA Status: EXEMPTSalary Range: $50,222.00 - $72,822.00SummaryThe Aviation Manager is responsible for managing an agency aviation program. This position is governed by state and federal laws and agency policy.FunctionsDevelops aviation maintenance budget by reviewing operational cost and monitoring and controlling aircraft maintenance expenditures, develops purchase specifications, evaluates potential aircraft for purchase, and recommends purchase to agency management. Develops bid specifications for the purchase of aircraft replacement parts, enhancements, and/or aircraft service, and sends invitations to bid to prospective vendors. Prepares reports, including monthly maintenance summary sheets, documentation on prospective aircraft, inspection releases, and justifications of need for additional aircraft. Monitors aircraft repair work of vendors, including verifying the acceptability of work and authorizing payment for completed work. Tests potential pilots in an initial check ride to insure an acceptable level of proficiency for hiring and conducts annual instrument and visual flight tests for incumbent pilots, to insure compliance with Federal Aviation Administration (FAA) regulations. Instructs pilots on accepted fire detection and forest survey methods and techniques. Pilots multi-engine airplane to transport agency staff on intra-state and inter-state flights. Performs other duties as assigned.DimensionsKnowledge, Skills and AbilitiesKnowledge of federal aviation administration laws and regulations. Knowledge of purchasing principles and procedures. Knowledge of navigational techniques. Knowledge of aircraft maintenance regulations. Ability to estimate cost, time, manpower, equipment, and parts for aircraft maintenance and repair work. Ability to pilot a multi-engine aircraft. Ability to test pilots and check ride. Ability to plan and train pilots on fire detection and forest survey methods and techniques. Ability to develop bid specifications for aircraft replacement parts, enhancements, and services. Ability to inspect, verify, and monitor aircraft maintenance and repair work. Ability to compile and prepare written documentsMinimum QualificationsThe formal education equivalent of a high school diploma; plus six years of experience in aircraft operations, aircraft maintenance or a related field, including two years in a supervisory capacity.LicensesMust be certified by the Federal Aviation Administration in accordance with ACA 27-116-201.
