DescriptionPOSITION SUMMARY:The Resource Program Administrator works as a member of the Education Department team. Primarily responsible for overseeing and coordinating educational services including student scheduling, Special Education, Work Study Programs, testing procedures, Orientation and Concerns Programs. This position reports to the Principal and directly supervises educational staff at designated sites who are working in Special Education, Work-Study, Assessment, Orientation and Concerns; Co-supervises the Educational Administrative Assistant and/or other designated staff. ESSENTIAL FUNCTIONS:

Establishes Resource Programs as responsive and effective administrative units to the designated sites, Placing Agencies, parent and guardians.

Designs programs that assist in the education of special needs students (i.e. WES program, ART program, pull-out programs as necessary, etc.). Assists in the development of new educational projects.

Establishes and maintains organizational procedures for all educational programs.

Develops and reviews curriculum for special education/WES students.

Ensures professional and timely IEP/required meetings with parents/guardians, external agencies and students.

Tracks and monitors IEP, Assessment, Orientation and Concerns procedures.

Schedules, tracks and monitors IEP meetings, special education case managers and student lists.

Oversees the maintenance of student IEP files, Concerns documentation and Assessment records, ensuring organization and upkeep for audits.

Shares information with Special Education professionals, case managers, District personnel, Department of Youth Corrections personnel and other external agencies in a timely manner if required.

Oversees the assessment procedures for State CSAP testing.

Oversees the administration of pre and post testing of students.

Supervised Staff: Supervises Educational Staff working in Special Education, Work Study, Assessment, Orientation and Concerns and co-supervises the Educational Administrative Assistant by overseeing the duties assigned to this position as they relate to educational service programs. Responsible for hiring, evaluations, commendations, reprimands and dismissals; reviews staff professional goals and objectives on an annual basis; reviews, revises and approves time and attendance; assists with staff development by conducting in-service training regarding curriculum and procedures and developing action plans; and ensures all staff members understand and are knowledgeable of the procedures of all Educational services.

Completes required reports and documentation in a timely manner, provides management with required reports and advises of any problematic situations. Ensures all records for Special Education are accurate and submitted in a timely manner.

Complies with and implements the Rite of Passage Policies and Procedures as detailed in the appropriate manuals/handbooks.

Ensures the highest standards are maintained to prevent illegal, unethical, or improper conduct and to ensure the program remains in compliance with agency licensing and Rite of Passage policies and procedures.

Assists with the correction of deficiencies and quality improvement efforts.

Attends and participates in all required meetings.

Commits to attending and tracking all training and staff development classes in order to ensure sufficient hours of training for this position and all supervised staff are completed on an annual basis. Notifies the supervisor if annual training hours are deficient.

Ensures the safety, health and welfare of staff and students at all times.

MINIMUM QUALIFICATIONS:

Master’s degree in Special Education or related field.

Minimum of five years of teaching experience.

Minimum of five years of supervisory experience.

Knowledge of: Educational Resource programs, program development process, curriculum and development, CSAP tests/pre and post testing procedures, Woodcock Johnson Cognitive and Educational Testing procedures, interpretation/importance of pre and post testing results, policies and procedures of the Special Education Program/IEP process, staff development/training, and staff supervision

Ability to: Supervise educational services staff in a professional manner, effectively oversee educational services and adequately provide teacher training/model effective teaching.

Good interpersonal skills including the ability to interview potential employees if required.

If required to operate a company vehicle during the course of employment, must possess a current State Driver’s License and have an acceptable driving record for the past three (3) years.

Strong knowledge of overall company operations and policies and procedures.

Ability to pass a criminal background clearance check, drug screen, physical and TB test.

Ability to perform work with little or no supervision.

Ability to utilize resources available to complete assigned projects.

Ability to prepare written reports and correspondence.

Ability to understand and follow verbal and written instructions.

Ability to effectively communicate, verbally and in writing.

Able to work in excess of 40 hours per week with the possibility of a varied schedule.

Must be able to maintain a high level of confidentiality.

Must have excellent organization and time management skills.

Ability to build and maintain positive internal and external relationships.

Ability to provide exemplary customer service to all employees and outside constituents.

Ability to function independently and as a member of a team in a multi-task environment.

Must be flexible and able to handle multiple priorities, with the ability to adjust to high pressure and rapidly changing business conditions.

Proficient in the use of computers and associated software.
