Regional Physician Supervisor

This Position is Contingent Upon Contract Award.Under the direction of the National Medical Director and in collaboration with the Office of the Chief Medical Officer (OCMO) of U.S. Customs and Border Protection (CBP), Regional Physician Supervisors deliver healthcare services to persons in custody in accordance with the polices and protocols listed in the Statement of Work (SOW) and Department of Homeland Security (DHS) directives for the delivery of healthcare services to persons in custody. Regional Physician Supervisors share the administrative functions that directly impact medical services and collaborate with the management team in overall planning and execution of program directives.  Regional Physician Supervisors work to assure delivery of quality healthcare services in accordance with the SOW for the medical services contract within medical units at U.S. Customs and Border Protection sites including, Office of Field Operations (OFO) ports of entry, U.S. Border Patrol Border (USBP) Stations. Performs the clinical responsibilities as agreed upon by the National Program Director.  Contracted medical staff will be working alongside uniformed Customs and Border Protection (CBP) Agents/Officers in secured federal facilities along the southwest border of the United States. These secured federal facilities are staffed and monitored by CBP personnel and/or contracted security staff 24 hours a day, 7 days a week to assure a safe working environment to include the co-located medical unit. Contracted medical staff work together with CBP personnel to provide health care services for persons of all ages, to include infants, children, adults, and pregnant females. MISSION  CBPs Office of the Chief Medical Officer (OCMO) employs a trauma informed care model to provide frontline medical care for persons in CBP custody in accordance with Enhanced Medical Support Efforts CBP Directive (2210-004). This model provides a team of medical professionals comprised of physicians, advanced practice providers (e.g., physicians assistants, nurse practitioners) and support staff (e.g., Licensed Practical/Vocational Nurses, Paramedics, EMTs, Certified Medical/Nursing Assistants). These contracted medical teams provide basic assessment and medical treatment for persons in CBP custody to include emergency care as needed. Duties and ResponsibilitiesServes as the sector/region medical authority for the medical services contract and medical units at for the U.S. Customs and Border Protection sites including, Office of Field Operations (OFO) ports of entry, and/or U.S. Border Patrol Border (USBP) Stations.  Provides medical direction and necessary guidance/oversight as required by state licensure for appropriate advanced practice provider supervision, oversight, consultation, coordination, and direction for all medical services, to include mental health and pediatric care in the absence of a behavioral health advisor or pediatric advisor.  Clinical supervisory authority over sector physicians, mid-level providers, all clinical staff, all medical unit functions, laboratory, and pharmacy.  Provides on-call coverage for assigned medical units/sector 24 hours a day/7 day a week, however, call coverage may rotate based upon staffing.  Responsible for developing and coordinating all aspects of healthcare delivery at his/her assigned facilities.  May provide direct care to patients in accordance with current accepted practice, licensure, certification, credentialing and or granted privileges.  Maintains non-involvement in the security aspect of patient care and custody.  Participate in disease surveillance activities and public health and epidemiology studies/efforts, as needed.  Provides age-appropriate screening, treatment, and patient instruction pertinent to the discipline and facility setting for acute and chronic conditions for all ages.  Serves as the laboratory director in sites where CLIA waived testing is performed, providing oversight of appropriate diagnostic tests and services, to include monitoring and meeting CLIA requirements.  Acts as a reviewer for all outside referrals/consults to specialty services, to include hospital or emergency care that exceed services offered at the medical unit. Audits referrals and post-referral follow-up, as needed, as part of the medical quality management (MQM) program.  Provides oversight for any patients requiring enhanced medical monitoring.  May be expected to respond to and or coordinate response to medical emergencies and medical sentinel events.  Seeks guidance from the Medical Director, Pediatric Advisor, Behavioral Health Advisor, or other leadership as appropriate.  Serves on the national and local MQM committees and oversees root cause analyses and quality improvement projects/initiatives in collaboration with the national and local MQM committee.  Attends/Leads general staff meetings at assigned medical units and leads or oversees MQM initiatives and reviews, working in close collaboration with the local physician and Patient Safety Risk Manager, as applicable.  Performs record keeping functions in accordance with program policies and position.  Maintains functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position.  Completes all initial, annual, and ad hoc training or competencies as required/assigned.  Maintains patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities as applicable.  Adheres to, and maintains awareness of DHS and CBP Policies, Procedures, Directives, and Operational Memoranda.  Leads, attends, and participates in general/medical staff meetings at the local and national level.  Performs chart reviews as part of MQM, focused professional practice evaluation (FPPE), on-going professional practice evaluation (OPPE), annual performance evaluation, medical sentinel event reviews, quality assurance and perform improvement initiatives.  Completes summaries of all completed chart reviews, identifying trends, performance concerns, best practices. Some items may be delegated if a local physician is assigned at a specific facility, for those assigned personnel to that facility.  Management and oversight of the Peer review program for the Physicians and APPs assigned as part of OPPE and completion of an annual evaluation process for the assigned Physicians and APPs.  Performs collaborative mid-term review of performance with assigned Physicians and APPs as part of an annual performance evaluation process, addressing any clinical practice concerns if identified.  Portions of the APP peer and chart review process, FPPE, and OPPE may be delegated, if a physician is assigned to the local facility.  Provides emergency care to employees or visitors for life, death, loss of sight/limb situations until Emergency Medical Services Arrives. This list is non-exhaustive, and the role holder may be required to undertake additional duties that are not specifically listed above.
