Summary: The Kenai Reentry Case Manager (RCM) will provide support for adult men and women reentering society from incarceration. The purpose of this position is to assist reentrants with access to services such as healthcare, housing, transportation, employment, behavioral health and substance abuse treatment, education, and food security. By connecting and coordinating with service providers, charitable agencies, Department of Corrections (DOC), and other stakeholders, the RCM will identify and address gaps in services, available resources, and barriers facing those released from incarceration in our community.

As part of their release, the RCM will work with DOC on the development and implementation of the Offender Management Plan (OMP). This position requires an individual to perform the following important aspects of the job: in-reach to inform and enroll eligible reentrants; needs assessments to identify resources, gaps, and barriers to successful reentry; advocacy and outreach to educate the community and reduce the stigma of reentry; and an ability to self-direct and initiate contact with agencies and stakeholders to ensure the success of this program.

Classification: Full-time salaried contract. The workload is expected to equal 40 hours per week and may be flexed within the pay period. Salary is estimated at $3,330 per month, plus approximately 35% in fringe benefits including healthcare. The actual rate of pay and fringe shall be determined upon hire, based on experience and the contract period.

Supervisor: The RCM will report to the President on all matters of this position. The RCM will also be expected to provide regular progress reports to the Board of Directors, Department of Health & Social Services (DHSS), and other stakeholders.

Qualifications:

Associate degree in Social Work or a closely related field, or an equivalent combination of education, job-specific experience, certifications, and licenses that provide the knowledge, skills, and competencies required to perform the essential functions of the position.

Valid Driver’s License and access to reliable transportation.

Must perform a background check for access to DOC facilities and records.

Proficiency with computers, data entry, record-keeping, email, and mobile devices.

Proficiency, or the ability to become proficient with Microsoft Office and Google Suites including: Word, Excel, PowerPoint, Google Drive, and Google Docs.

Competencies:

The RCM must have excellent verbal and written communication to perform the essential functions of this position. Proficiency with portable devices, MAC and PC operating platforms, standard office equipment, and email is required for this position. The RCM should be able to learn new data entry and operating systems with an average level of training and time.

The RCM must show a commitment to Restorative Justice practices and theories, or a commitment to learning and adapting as required for this position.

The RCM will be accountable to many stakeholders including, but not limited to, the Board of Directors, DOC, the fiscal agent, DHSS, Coalition membership, and reentrants.

The RCM must be self-directed and proficient at working with minimal direct supervision. This person will be expected to coordinate and keep scheduled meetings, especially those made with reentrants. The RCM is responsible for initiating and maintaining contact with all supervisors and informing the President when the job requires a supervisor.

The RCM will practice the principles, values, and ethical behaviors associated with those working for social service professions and vulnerable populations. These values and ethics include, but are not limited to, respecting the privacy, diversity, and life experiences of the reentrant, maintaining confidentiality and professional boundaries with clients, and avoiding any exploitative practices in client relations.

Primary Duties & Responsibilities:

1. Compile an intake packet using the forms and polling documents required by the employer and other stakeholders.

2. Perform needs assessments. Identify, compile, and disseminate data on the resources, strengths, gaps, and barriers facing reentrants, specific to the community, by collaborating with community agencies, services providers, local and state government, and other service organizations.

3. Meet with the Institutional Parole Officer, Reentry Probation Officer, and inmate 30-90 days prior to release to assess the inmates needs and develop the OMP.

4. Provide case management using the OMP to connect the reentrant to the resources identified for a successful transition from incarceration back to the community.

5. Meet with the Field Probation Officer 30 days prior to release to develop a plan of action and maintain regular staff meetings to coordinate care for the reentrant after release.

6. Coordinate wraparound services by connecting the reentrant to community partners, service providers, and other service organizations through referrals. Schedule regular staffing meetings with each service provider on a schedule to be determined by these agencies.

7. Maintain detailed records for each reentrant served and generate reports as needed or requested by stakeholders.

8. Access and maintain documentation within the Alaska Automated Information Management System (AKAIMS), and the Alaska Corrections Offender Management System (ACOMS).

9. Perform outreach with providers on the Kenai Peninsula to inform agencies about the program.

10. Provide advocacy for Restorative Justice programs and initiatives, and on the behalf of inmates and reentrants.

11. May assist in the planning and implementation of Reentry Coalition events and activities.

12. Meet with the Board of Directors monthly and Program Coordinator weekly to provide program updates and address any needs RCM has.

13. Attend quarterly meetings of the Kenai Peninsula Reentry Coalition.

14. Attend monthly meetings of Reentry Case Managers coordinated by the State of Alaska. This meeting may be attended telephonically or by other telecommunication method.

15. Engage with the Coalition’s social media pages and website, including offering input for posts and pages.

16. Maintain appropriate social distancing and best-practices for cleanliness to minimize the spread of COVID.

17. Provide in-reach services in jails and prisons to inform inmate of the program.

Typical Physical Demands: This position may include occasional bending, stooping, or stretching; good hand-eye coordination and manual dexterity sufficient to operate a computer and telephone; and normal range of hearing and eyesight to record, prepare, and communicate in-writing, in-person, and by telephone; and lifting up to 50 lbs.
