Title of Position: NAGPRA Resource Assistant

Position Details:

Stewards Individual Placements (SIP) provides individuals with service and career opportunities to strengthen communities and preserve our natural resources. Participants work with federal agencies, tribal governments, and nonprofits building institutional capacity, developing community relationships, and supporting ecosystem health. SIP, in partnership with the Tongass National Forest (TNF), are seeking a NAGPRA Resource Assistant. The selected individual will assist the Heritage Program Manager with the fulfillment of compliance requirements of the Native American Graves Protection and Repatriation Act (NAGPRA). The intern will also take the steps needed to catch up on the Forest's backlog and provide tools that would be used in future management of the TNF's NAGPRA caseload.

The National Historic Preservation Act (NHPA) requires that federal agencies undergo a review process for all federally funded and permitted projects that have the potential to impact structures or archeological sites that are listed on, or eligible for listing on, the National Register of Historic Places, and to determine the effect the proposed project may have on these structures and sites ('historic properties'). Any project that is conducted to improve ecosystems, trails, etc., must be reviewed by USDA Forest Heritage Professionals under Section 106 of the NHPA. Should human remains or other objects of cultural patrimony of identified during this review, NAGPRA requires the repatriation of those objects back to their descendants.

Position Responsibilities will include:

Coordinate with Heritage and Tribal Relations staff to determine next steps on NAGPRA cases (six total) pending tribal involvement.

Assist Tribal Relations staff with consultation and efforts that may be needed to move the process forward.

Work with Forest and Regional Heritage Program Managers (HPMs) and National NAGPRA Coordinator to create a strategic plan that bundles NAGPRA notices (where appropriate).

Draft strategic plan that identifies the process/structure for bundling notices and provides justification for its use.

Draft notices per strategic plan and coordinate with Forest, Regional, and National staff to publish final notices in newspaper of record and/or Federal Register.

Coordinate with HPMs and National NAGPRA Coordinator to draft case-specific Plans of Action (POAs).

Work with Tribal Relations staff to ensure that appropriate Tribe(s) have been contacted and have the opportunity to review and comment on the POA.

Collaborate with Forest Heritage and Tribal Relations staff to expedite repatriation of existing NAGPRA collections.

Work with Forest Heritage and Tribal Relations staff to determine possible barriers to repatriation.

Minimum Requirements:

Area of study: History, archaeology, and/or anthropology

Level of study: Current undergrad

Must be a US Citizen and/or be a lawful permanent resident

Must be minimum 18 years old
