You must apply to both announcements if you want to be considered for both.ResponsibilitiesAs a Management and Program Analyst, you will be performing the following duties: Serve as a Contracting Officer's Technical Representative by providing legal advice and management expertise on acquisition planning, regulations, and policies for contracts, cost, or audit support.Perform data gathering and analytical techniques, data evaluation, and established reporting methodology to evaluate administrative and programmatic issues, evaluate concerns and develop plans to create improvements.Serve as an analyst and advisor to management with responsibility for strategic, technical and business operations analysis and assessment efforts.Interpret new, updated, or established policy or regulations to determine and advise on their impact on mission operations and performance management. NOTE:Duties are at the full performance level of the ZA-3. This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.If selected, required to complete OGE Form 450 financial disclosureat the ZA-3 pay band.The ZA-2 is equivalent to the GS-07/09 grade levels, however is only being advertised equivalent to the GS-09 grade level.The ZA-3 is equivalent to the GS-11/12.The full performance level of this position is ZA-3.NOTE: A one year probationary period may be required. Payment of relocation expenses is not authorized. This position is not in the bargaining unit.At the ZA-2, this position requires a Low Risk Security Clearance.

At the ZA-3, this position requires a Public Trust (Moderate Risk) Security Clearance.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZA-2 or GS-09 level:SPECIALIZED EXPERIENCE:Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or equivalent to GS-07 in the Federal service.Specialized experience MUST include all of the following: Assisting with acquisition, purchasing or contracting processes for an organization; andParticipating in analyzing the effectiveness and efficiency of programmatic plans and procedures. -OR-SUBSTITUTION OF EDUCATION:Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related-OR-COMBINATION OF EDUCATION AND EXPERIENCE:A combination of education and experience.NOTE:Only graduate education in excess of one year is qualifying for combination.To qualify at the ZA-3 or GS-11 level:SPECIALIZED EXPERIENCE:Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following: Participating in administrative operations such as acquisition, purchasing and contracting processes.Utilizing quantitative methods to analyze the effectiveness and efficiency of an organization’s programmatic and administrative processes. -OR-SUBSTITUTION OF EDUCATION:Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.-OR-COMBINATION OF EDUCATION AND EXPERIENCE:A combination of education and experience as described above.Note: only graduate education in excess of two years is qualifying at this level.EducationAdditional InformationCTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
