Prince William Sound Aquaculture Corporation (PWSAC) is a private, non-profit hatchery association founded in 1974 by a local commercial fishermen’s organization to optimize Alaska’s wild salmon resources. PWSAC produces hatchery-born, ocean raised wild salmon for the commercial, sport, personal use, and subsistence fisheries in the Prince William Sound and Copper River regions.

PWSAC manages four salmon hatchery in remote, off-grid, locations in the Prince William Sound of Alaska and a fifth hatchery in the interior of Alaska. This person must be a leader with demonstrated fisheries relevant experience and familiarity handling data sets.

Basic Function: The Programs Analyst will be responsible for collecting, monitoring, interpreting, and presenting data from fish production and other PWSAC departments. The incumbent will work closely with the General Manager and Production Management team to ensure appropriate research and evaluation is conducted promoting viable PWSAC fisheries enhancement programs and operations.
Primary Responsibilities: The incumbent is responsible for organizing, maintaining, and analyzing data sets using statistical models to generate reports to internal and external stakeholders, with the primary intent to assist in refining hatchery management plans, improving fisheries sustainability methods, and marine survivals. This position receives direction from the General Manager and collaborates with district fishery biologists, regional seafood processors, and hatchery management. Essential Functions: Work performed at the designated location or hatchery location as needed. Must be able to move about freely; work outdoors in all weather conditions; ability to lift and carry 30 pounds; ability to climb stairs and ladders and navigate tight spaces; ability to climb aboard and about vessels and small aircraft; work around water – on docks and floats; prolonged periods of sitting at a desk and working on a computer; use telephones and computers unimpaired. Must be able to read, write, speak, and understand the English language. Must be able to hear and see to receive verbal and written instructions. Description of essential duties and responsibilities:
Analyzes and reviews fish culture data, fishery return data, and marine survivals to identify and report on patterns, trends, relationships, and potential risks to hatchery program performance.
Ensures that hatchery production programs have data collection methods documented for monitoring progress; develops and evaluates collection protocols; identify and recommend opportunities for improving data collection.
Works with non-hatchery organizations upon approval in analyzing PWSAC databases to identify patterns, trends, relationships, and potential risks to aid the management team in making informed decisions regarding workflow, logistics, socio-economic finances, and work loss control.
Oversees otolith marking programs, reporting, sampling, and monitoring. Manages company wide sampling programs including but not limited to harvest data, HACCP, plankton, hatchery wastewater and domestic wastewater.
Reviews and monitors hatchery reporting systems; recommends and implements approved changes or organizes required data for historical files. Develops and maintains an effective and efficient method to record, summarize, analyze, and file hatchery data accessible for planning. Monitors in-season summaries to ensure accuracy of State annual reporting.
Under the direction of the General Manager, works with the Special Projects Manager, Human Resources and Production team to develop and implement a comprehensive compliance review program with intent to improve recordkeeping and adherence to health, safety, and environmental compliance.
Trains users on spreadsheet and database logging and entry using computer systems; prepare written instruction manuals as needed. Trains appropriate staff to perform basic statistical analysis techniques. Monitors data input for accuracy in new users.
Prepares statistical analysis, written summaries, tables, visual aids, and project activity reports; completes hatchery Annual Reports in cooperation with the Hatchery Managers per ADF&G requirements; may assist Production with Annual Management Plan drafts. Reports will be used for both internal and external parties.
Works with the Special Projects Manager to maintain a comprehensive PWSAC permit and licensing database. Helps to notify departments of all compliance or expiration requirements regarding all PWSAC permits and licensing.
Monitors and maintains all electronic datasets for long term storage, back- up, and access according to approved procedure.
Travels as required.
Performs other duties as assigned to assist the production team and hatchery activities.
Knowledge, Skills, and Abilities:
Skilled in the use of technology and statistical programs to process and interpret large datasets.In-depth understanding of organizational data flow and its use in management decision-making
Proficient knowledge of data gathering, cleaning, and transforming techniques
Excellent interpersonal skills with the ability to present information via verbal and written communication
Familiarity with business software tool trends for reporting and data visualization
Excellent organizational skills and attention to detail
Excellent time management skills with a proven ability to meet deadlines
Strong analytical, critical thinking, and problem-solving skills

Proficient in Microsoft Office 365 suite
Ability to travel on small aircraft and watercraft and stay in remote areas for extended durations
Proficient in industry specific quality control procedures to provide oversight of field-based data collection
Strong ability to work in a team environment, as well as complete tasks independently without direct supervision
Ability to compile data into reports and present to non-technical audiences to convey information
Ability to maintain favorable relationships with varied public relevant to the industry
Minimum qualifications:
Bachelors or Associates in a Fisheries, Biological Statistics, or analytics research field
Three years experience in the fisheries industry
Current, valid driver’s license
Proven ability to present data using visualization and analysis tools
