General Functions

The Manager, Rental Properties is responsible for day to day oversight of property management and housing eligibility functions of their assigned portfolio. This includes resident relations, eligibility determinations, compliance and financial performance of the assigned portfolio. The Manager, Rental Properties directly supervises the Community Directors and Eligibility Supervisors and works closely with the Senior Manager Rental Properties, Manager, Housing Services and the Maintenance Manager to manage

rental operations and accomplish established benchmarks. Current portfolio may include properties in Anchorage, Eagle River and Kenai Peninsula. This position plans and implements policies and procedures, fiscal management, staff supervision and works with the Audit/Compliance Department to ensure regulatory compliance and audit readiness.

Major Activities (Typical Duties/Responsibilities)

Provides daily supervision, training and support to the Community Directors and

Eligibility Supervisors for assigned properties.

Oversees day to day property management of assigned portfolio and proactively monitors property performance. Evaluates property performance outcomes against established benchmarks, making adjustments and implementing operational solutions as necessary to ensure portfolio goals and targets are achieved.

Oversee and monitor eligibility functions for assigned portfolio to ensure consistent regulatory compliance and prompt non-compliance resolution, including requirements under, but not limited to, the Low Income Housing Tax Credit (LIHTC), Native American Housing and Self Determination Act (NAHASDA), HOME, and Federal Home Loan Bank (FHLB) programs.

Perform file review for program eligibility as required and ensure eligibility competencies of eligibility staff.

Creates, updates and revises policies and procedures for property management and property eligibility functions. Provides input into related corporate policies and procedures and ensures staff are trained appropriately.

Build and maintain positive working relationships with Maintenance, Compliance, Housing Services and other CIHA departments to achieve shared goals for assigned portfolio. Create documents for job openings, conduct interviews and make recommendation for hiring.

Coordinates with the Marketing Coordinator and the Manager, Housing services to ensure the effective marketing of CIHA rental properties.

Oversees the personnel functions for assigned property staff and counsels employees on performance and skill development. Provides support to Eligibility Supervisors for supervision of their assigned staff.

Recommends appropriate disciplinary action, terminations and advancement of staff through HR.

Prepares Rental Housing budgets including assumptions and monthly review of property financial information and performance.

Performs routine property inspections and coordinates lease non-compliance and repair work with the Community Directors on at least a quarterly basis. This may include travel to properties in Eagle River, Palmer and the Kenai Peninsula. Cultivate pro-active positive relationships with residents, addressing tenant

issues, concerns, needs, service, and programmatic desires.

Counsels and coordinates with Legal on Notice of Lease Violations and Notice of Terminations delivered to tenants, ensuring all documents are consistent with CIHA policies, state and local landlord-tenant laws, and NAHASDA. Attend eviction hearings with Legal if necessary.

Attend and represent CIHA at Community Council Meetings and other community work groups or professional organizations as required.

Prepare routine reports on assigned portfolio and evaluate the data.

Performs other related duties as assigned.

Skills and Abilities

Knowledge of routine office procedures, computer and computer functions.

Ability to effectively utilize computer based administrative and programmatic software based programs.

Working knowledge and understanding of MS Office software applications.

Working knowledge of HUD procurement and housing regulations.

Working knowledge of LIHTC and other affordable housing regulations.

Knowledge of Alaska landlord-tenant laws.

Ability to deal with multiple problems and determine specific courses of action.

Ability to monitor and assess department functions and operations, implementing best practices and efficiencies as may be beneficial.

Ability to work independently and produce required outcomes with minimal supervisory oversight.

Ability to interact with a culturally diverse demographic.

Ability to gather and classify data and prepare accurate, concise and meaningful reports.

Ability to analyze reports and data to draw property performance conclusions and make program adjustments.

Ability to conduct interviews and provide training in a one-on-one or group setting.

Ability to successfully supervise and mentor staff.

Ability to work with the public, providing excellent customer service.

Ability to resolve customer complaints, minimizing the need for formal grievance processes.

Ability to effectively communicate at a high level, both verbally and in writing.

Ability to implement regulatory requirements and restrictions .

Education and Experience

Bachelor's degree in business, management, or similar field of study (advanced degree preferred); experience may be substituted for education on a two for one basis.

Five years increasing responsible experience managing residential, multi-unit housing development as facilities manager or property manager or programmatic eligibility.

Five years of supervisory or management experience of staff of 5 to 10 employees.

Seven years of experience working with public including conflict resolution, preferably within the property management field.

Current Alaska Driver's license.
