Construction Inspector

Bratslavsky Consulting Engineers, Inc., (BCE) an engineering & construction management company is currently looking to hire a full-time Construction Inspector (CI) to provide construction inspection services in Kodiak, Alaska. The Construction Inspector will be responsible for the following:

Quality Assurance and monitoring quality of construction activities

Inspect on-going construction

Perform constructability reviews of project and contract documents

Coordinate between fieldwork, affected organizations and government

Period of Performance: Immediately-November 2024

Place of Performance: Kodiak, Alaska

MINIMUM Qualifications:

Extensive hands-on construction quality assurance experience in the State of Alaska and knowledge of the local trade capabilities.

Minimum of a high school level education, and a minimum of 10 years of experience in construction/facilities contract management and quality control.

Recent experience with Coast Guard operations or military operations with design build contracts demonstrating experience and working requirements on a federal/military facility preferred.

Familiar with using the latest version of primavera P-6 project management software.

Shall have a strong working knowledge of regulations that govern Federal Government contract construction management and possess the knowledge, skills, and experience necessary to be able to accomplish the requirements specified, including environmental and safety regulations.

Experience shall have been gained through hands-on field experience which includes serving as construction firm owner, Government COTR, project superintendent, Client/Government Quality Assurance manager/ Engineer, or Architect for design build contracts, or other very similar positions where the candidate had direct and significant responsibilities for QA of contractors or subcontractor’s QA/QC responsibilities in a field office or on-site setting.

Shall possess a valid State of Alaska driver’s license to operate a vehicle.

Shall have computer skills and the ability to communicate and coordinate via the internet and use MS –word, Excel and Adobe.

Must possess current OSHA-30 certification.

GENERAL Duties:

1. Make daily on-site inspection of construction project(s) when on-site and provide written daily reports.

2. Perform technical reviews including equipment and material submittals, progress charts, QC and Safety Plans, and various work plans.

3. Photograph the construction progress and logically file the records and transmit as required.

4. Monitor the Contractor’s Quality Control Program and ensure compliance with appropriate requirements.

5. Research and identify design and/or construction problems and provide recommendations to the CG Project Manager.

6. Witness acceptance testing, commissioning, and perform final inspections.

7. Coordinate with the Base facility engineer/POC as required to keep him/her fully informed.

8. File electronic data in Coast Guard provided file structure in the on-site computer.

SPECIFIC Duties:

1. Perform inspection of all construction as required. Meet with the CG to keep them informed of changes to work or schedule constraints.

2. Review daily Contractor’s Reports and prepare CI Reports.

3. Attend project management and construction contractor meetings. Such as weekly look ahead meetings and pre-installation meetings.

4. Monitor job-site safety and compliance.

5. Monitor and maintain a complete, updated file of approved submittals for the construction contract. Review and make recommendations regarding approval of construction contractor's submittals. Periodically spot check submittals against the materials being installed to assure compliance. Monitor schedule of submittals. Monitor construction contractor’s adherence to their QA/QC process.

6. Maintain field records such as correspondence, construction contractor daily reports, test results, solid waste disposal acceptance receipts, progress payments, modifications, etc.

7. Review, track and resolve technical issues; including construction contractor Design Clarification Request (DCR), construction contractor progress schedule or CPM, and requests for information.

8. Prepare supporting information for proposed modifications. Prepare field sketches measurements and recommend solutions.

9. Maintain a current set of contract plans and specifications with executed modifications posted.

10. Ensure that the construction contractor is maintaining a current set of as-built drawings and updating the construction schedule.

11. Perform labor interviews and review monthly pay request provide a report on the schedule.

12. Maintain good rapport, coordination, and communications with other agencies and organizations involved in the project. Assure that coordination of utility interruptions and/or outages between the CG and the contractor occurs.

13. Perform pre-construction plan reviews.

14. Arrange for transfer of documents, O&M manuals, spare parts, tools, as-built drawings, keys, and guarantees/warrantees to the CG.

15. Inspector shall familiarize themselves with local and State regulations and monitor the construction contractor's compliance.

16. Monitor the construction contractor's compliance with the environmental protection plan and the contract requirements. Noncompliance shall be brought to the attention of the construction contractor and the Project Manager.

17. Observe representative construction contractor’s on-site samplings and tests, to assure that the test procedures are satisfactory. Routine testing and testing of suspected deficiencies shall be performed. Testing is to be unannounced and not predictable with regard to time or location of quality control tests.

18. Maintain an arms-length relationship with the contractor in the interest of procurement integrity as well as sound contract management.

19. Keep the Project Manager / Contracting Officer (PM/KO) fully informed of any technical or contractual difficulties encountered during performance.

20. Ensure that the Contractor submits proper security or facility clearance forms and ensure proper management of government furnished property.

21. Evaluate proposals for technical feasibility, quantity verification and, if requested by the KO, participate in negotiation of changes, modifications and claims.

22. Review payment requests/invoices and initiate/recommend approval by the KO/COR if the Contractor's progress is satisfactory. Process and forward such invoices and vouchers in a timely manner in accordance with established procedures.

23. Provide a written schedule analysis monthly of the contractor’s monthly schedule update identifying compliance or deviation from the Contract schedule requirements.

24. Review and provide an analysis report of any time impact analysis provided by the contractor.
