General Functions

Under the direction of the Director, Information Technology and Business Intelligence, this position is responsible for architecting, leading, and managing a complex enterprise information technology environment. This includes managing enterprise network and telecommunications systems with the aim of optimizing system security, availability, and operational efficiency. This position also assesses business and system requirements, drives business process reengineering, and manages cyber security and disaster recovery efforts.

Strategic Planning

Assist in the development of strategies and plans to enhance information technology services, improve user effectiveness, and foster innovation.

Research the latest technologies and manage efforts to identify technology solutions to address ever-evolving business needs.

Oversee implementation of information technology policies, procedures, and controls, including those for architecture, security, and technology standards.

Infrastructure and Resource Management

Oversee management of CIHA’s multi-site LANs/WANs network, ensuring network systems meet industry standard best practices.

Oversee management of CIHA’s IT infrastructure, including SANs, servers, switches, routers, desktops/laptops, and peripheral hardware.

Oversee management of enterprise software systems, including VMWare virtualization software, NetApp systems, firewalls, email, virus protection systems, internet monitoring systems, etc.

Manage help desk operations, including coordinating resource availability and ensuring customer satisfaction.

Project Management

Manage project timelines and tasks associated with hardware, software, network, and telecommunications system implementation and upgrade projects.

Coordinate with vendors and staff to ensure timely completion of tasks associated

with IT infrastructure projects.

Serve as the liaison with CIHA’s Project Management and Development Finance departments, coordinating network and telecommunications infrastructure for new office locations.

IT Procurement

Analyze and recommend appropriate technology to meet growing and changing business needs.

Manage all aspects of IT procurement, ensuring compliance with complex procurement policies and procedures.

Act as a liaison with vendors to negotiate and manage IT contracts and purchases.

Systems, Network, and Security Administration

Serve as expert technical advisor and overflow technical resource for Systems Engineers and Help Desk staff

Develop and manage cyber security strategies.

Ensure safety and security of CIHA’s IT systems by developing and managing disaster recovery and business continuity strategies.

Skills/Abilities

Experience managing multiple aspects of a complex technical environment, including staff management

Ability to develop and implement new approaches, methods, procedures, and enhancements to improve information technology infrastructure and achieve optimal performance standards

Experience participating in strategic planning or defining information technology architecture

Knowledge of network technology, security guidelines, industry standards and best practices

Experience developing and managing technology budgets

Demonstrated experience making decisions, taking action, meeting deadlines, and working independently

Knowledge of cyber security industry standards and best practices

Experience developing and implementing disaster recovery / business continuity plans

Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems

Excellent customer service skills

Ability to successfully communicate technical information to non-technical audiences

Experience in the following:

o Microsoft Environment: Windows Server, Windows 10, MS Exchange, Active Directory, MS Office, MS SQL Server

Familiarity with the following:

o Kaseya

o NetApp

o Cisco Systems

o VMWare vSphere

o Mobile Device Management

o Meraki MX, Z3, and MR Appliances and Networking

o Misc software/systems: backup solutions, imaging software, firewalls, virus protection software, anti-spam software, etc.

Education and Experience

BS degree or similar degree with major course work in information technology, network administration, telephony, computer programming or related areas. Experience can be substituted on a year for year basis.

ITIL 3 or 4 certification. Equivalent educational coursework and experience can be substituted.

10 years technical experience in network, hardware, and software systems administration

5 years experience managing technical staff

5 years experience in systems analysis, business process reengineering, and project management
