Position Description

Professional general ledger accountant with the primary responsibility for maintenance and timely and accurate completion of ASTAC’s financial records regulatory reporting requirements and/or plant records

Principle Accountabilities

Overall

o Position may follow a specific track, focusing on specifics to that area and offer support and assistance to other tracks as needed, or position may support all tracks in the accounting department

o Stay abreast of FCC and GAAP accounting standards as well as other standards related to cooperatives that affect financial statements

o Perform GL functions such as reconciliations and journal entries

o Ensure all inputs into to the GL are timely and accurate related, but not limited, to the following:

 Payroll

 Accounts Payable

 Billing and collection

 Capital infrastructure

o Interface with audit team, consultants and others as needed

o Provide backup to other functions as needed

o Work on special projects as requested

o Maintain accurate and complete records

o Assist with Budgeting/Forecasting as requested

o Prepare special reports and presentation materials as requested

o Automates processes to improve efficiency and reduce errors; continuously looks at assigned tasks for opportunities to automate

General track

o Manage/review monthly close process

o Prepare monthly financial statements and reports timely and accurately

o Maintenance of general ledger chart of accounts, including information for other groups to ensure accurate financial reporting

o Maintenance of membership capital credit equity balances

Regulatory track

o Monitors end user, miscellaneous and CABS billings for irregularities and impacts on NECA and AECA reporting

o Coordinate audit, cost study and regulatory reporting and data gathering

o Prepare/review the annual Cost Study

o Ensure maintenance and compliance with the Cost Allocation Manual (CAM); prepare annual CAM packet

o Manage/review preparation and submission of federal and state regulatory reports timely and accurately

Project/Plant track

o Review work orders

o Review CPR records

o Maintain accounting system in compliance with Rural Utilities Service (RUS) and/or other industry standards for work order units and retirement units

o Maintains complete and accurate Work Order records

o Close work orders, allocates costs, prepare journal entries, and reconcile accounts in a timely manner

o Work with Purchasing Agent to establish and maintain proper plant inventory items

o Maintains complete and accurate Continuing Property Records (CPRs) in accordance with company and industry standards

o Ongoing analysis of CPRs to ensure internal records match what is deployed and being used to provide service to our Members

o Analyzing projects to ensure company efficiency across different projects based on preset standards

o Preparing reports to explain work order variances from estimate to actual for labor, materials, contract support, shipping, etc.

o Reconcile physical plant inventories to perpetual inventory records, prepare reconciliation and journal entries

o Maintains company archive documentation through designated system; tracking due dates, expiration dates, special contract provisions, etc

Additional Responsibilities

Recommend changes and improvements to policies and procedures to improve service and cost effectiveness

Ensure readily available access to records for review as needed

Provide training and support for ASTAC staff as needed

Acting Chief Financial Officer during absences as needed

Other duties as assigned

Knowledge, Skills, and Abilities

Strong organizational and communication skills (both written and verbal)

Must be detail-oriented

Ability to manage multiple projects/priorities simultaneously as well as daily activities

Ability to maintain confidentiality of information

Must be flexible to work overtime, flexible schedule, and/or weekends if necessary

Ability to work with a diverse group of people, individually and/or collectively

Ability to stand, sit, stoop, kneel, walk, climb ladders, climb stairs

Ability to lift at least 50 pounds

Ability to travel to service area sites as needed

Ability to attend industry association meetings/training as needed

Measures of Performance

Timeliness and accuracy of close process (including issuance of financial statements) with zero audit exceptions

Timeliness and accuracy of regulatory reporting requirements with zero late fees or penalties

Completes routine journal entries and GL reconciliations timely and accurately

Keeps accurate records in compliance with FCC retention policies (both current and historical)

Accuracy, completeness and organization of records

Compliance with FCC and GAAP accounting standards as well as cooperative rules, regulations and standards

Timely and accurate compliance with federal and state reporting requirements

Completion of SMART goals

Demonstrated working knowledge of Microsoft Excel, including advanced functionality such as pivot tables, vlookups, etc

Working knowledge of and compliance with internal controls

Ensure all major processes are documented and up to date at all times

Positive feedback from ASTAC staff on training and supporting related tasks

Education and Experience Required

Bachelor of Arts or Bachelor of Science degree in accounting or related field with at least five years of accounting experience, demonstrating progressive responsibility

Supervisory experience preferable

Telecommunications experience preferable
