About the Position: Provides centralized support to Army Contracting Command - Redstone Arsenal (ACC-RSA) with responsibility for a combination of the following program areas: recruitment, and placement; employment, hiring, and merit system programs; organizational design, and reduction-in-force (RIF); and etc. Responsibilities Ensure the organization's Human Capital strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, workplans and work products and services. Manage execution of the overall military/civilian personnel/ (HR) program, formulate and issue policies; provide oversight of plans, policies, and procedures for civilian personnel programs. Responsible for the management and direction of the civilian personnel program, involving extensive coordination and independent planning, implementation, and monitoring/evaluation. Provide innovative and sound civilian personnel advice and expertise to higher-level officials to resolve complex personnel issues related to recruitment and outreach. Provide advice to management and principal staff members regarding all aspects of the civilian and military personnel programs, to include staffing, classification, labor/management employe relations, and military personnel program. Supervise a team of senior civilian personnel specialists responsible for the execution of personnel management implementation and maintenance functions for ACC-Redstone. Specialized Experience: One year of specialized which includes , but not limited to, experience leading/supervising a civilian personnel management team that provides guidance and oversight in military personnel management and multiple civilian human resource programs that include recruitment and staffing, benefits, classification/restructuring, civilian personnel management, leave programs, bargaining units, AcqDemo workforce, deployments and labor/management and employee relations in a complex civilian and military organization. This is a Department of Defense (DoD) Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position. Within AcqDemo, NH-04 is equivalent to the GS-14 - 15 grade levels. You will be evaluated on the basis of your level of competency in the following areas: Human Capital Management Personnel and Human Resources Strategic Workforce Planning Written Communication Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
