Job Description

POSITION SUMMARY:

Motivates team to implement high quality workforce and career services by providing guidance and direction to staff, including setting and monitoring standards of performance. Function as a liaison and information conduit between program leadership, staff and community collaborators. Serves as a principal liaison between participants, partner agencies, training, educational institution, staff, and employers.

DUTIES AND RESPONSIBILITIES:

1. Monitor all areas of program services through observation, data analysis, record reviews, interviews and other methods. Recommends and implements improvements. Document monitoring activities.

2. Reviews and analyzes monthly statistical reports. Develops, allocates and manages resources to maximize program effectiveness.

3. Investigates variances and suggests program changes if needed.

4. Performs quality and compliance audits including case reviews.

5. Analyzes information, create and submit required reports. Composes and proofreads correspondence and reports.

6. Provides information and education to the community and employers about available programs. This can be done in-person, by telephone or a group presentation format.

7. Provides or coordinates technical assistance and training to staff in areas of policy, procedures, service delivery implementation and regulatory compliance.

8. Recruits possible customers and employers and verifies qualified participants.

9. Determines eligibility of employers.

10. Ensures records are maintained in accordance with regulations and internal policies.

11. Builds collaborative partnerships with local agencies/members.

12. Provides technical assistance to field staff to facilitate customers’access to community resources.

13. Provide employees with guidance in handling difficult or complex problems or in resolving escalated complaints or disputes.

14. Assists State Director with grant and/or proposal writing as appropriate to the objectives and funding nature of the program.

15. Assist State Director with the development, implementation and management of specified programs and policies that align support the program's goals

16. May perform general office administrative work.

17. Attends workshops and conferences.

18. Perform all other duties as assigned by supervisor.

SUPERVISORY RESPONSIBILITIES:

This position directly supervises othersincluding WDS III employees. This may include participation in the recruitment/selection process for new hires, employee training, onboarding, conducting performance coaching/evaluation, disciplinary/termination actions, compensation administration, delegation of duties and conflict resolution. Promotes an environment of teamwork and cooperation and is accessible to employees.

Qualifications

ROLE QUALIFICATIONS:

Education and Experience Requirements

A Bachelor's Degree is required.

Professional Certification (CWDP orits equivalent) preferred or must obtain within 6 months of hire

Minimum of 3 years of experience.

Must have own transportation, a valid driver’s license, and vehicle insurance.

Skills and Abilities:

Bilingual ability in the native language of targeted population preferred.

Microsoft Office products and on-line client management systems

Sustained concentration and ability to handle multiple tasks, often simultaneously.

Diagnostic and problem-solving skills.

Ability to work independently and maintain professional boundaries and confidentiality

Work is performed both in an office environment and outside.

Driving/sitting for prolong periods of time.

Standing and walking for prolong periods of time.

Frequent exposure to adverse weather conditions.

Exposure to dust and dirt.

Extensive travel.

Sitting, walking, stooping, squatting, lifting (up to 30 lbs), carrying, pushing and climbing.

Keyboarding and data entry, use of telephone.
