Responsible for the identification, development, and capture of new business opportunities to support continued growth of the GD-OTS portfolio.

Focus will be on Rocket Systems and Subsystems, Missile Structures and Component manufacturing.

Work closely with DoD customers and prime contractors to develop and articulate needs, requirements and solutions.

Develop and maintain working relationship with customers to bridge communication and relationship gaps.

Monitor and assess competitive environment on a continuing basis and provide insights into business capture planning.

Support the development of the strategic plan for the market area.

Analyze and interpret DoD budget data and forecasts.

Brief management, develop orders forecasts and market analysis, and work closely with support functions and program management to ensure timely application of resources in new business acquisition process.

Work closely with DoD labs and engineering organization to align efforts and collaborate on new product development.

Conducts analysis of and develops recommendations for senior management on all new business opportunities.

Manages and accounts for Bid and Proposal (B&P) and Independent Research and Development (IR&D) budgets, and conducts analyses to assess the effectiveness of B&P/IR&D investments.

Exerts influence in the development of overall objectives and long-range goals of the organization. Erroneous decisions or recommendations would normally result in critical delays and modifications to projects or operations; cause substantial expenditure of additional time, human resources, and funds; and jeopardize future business activity.Communication & Interaction-Frequent contact with customer representatives concerning projects, operational decisions, scheduling requirements, or future projects.Conducts briefings and technical meetings for internal and external representatives.Must demonstrate superior communication skills.Scope Information-No direct reports. Primary responsibilities as an individual contributor while often working in groups or capture teams. Accomplishes results through peer relationships or assigned employees. Assignments are received in objective oriented terms. Superior communications skills, ability to synthesize customer needs and requirements and develop offerings in the formal of proposals.Demonstrated ability to lead business development efforts that include major proposals and managing people and financial resources.Education-Required:

Bachelor’s degree and/or equivalent experience including military officer training and experience.

Experience-Required:

10 or more years of applicable experience.

Demonstrated record of developing new business and leading proposal teams.

A minimum of a combined 10 years related experience with both a major defense contractor and service as a military officer.

Demonstrated intimate knowledge and understanding of both potential customer(s) and the US defense industry.

Experience with the DOD 5000 directive for acquisition management and total life cycle program management.

Experience with the full commercial business development life cycle, from establishment of needs and requirements, funding, through development of the value proposition and proposals.
