or unique program with national significance. In this capacity, the

incumbent is charged with representing the entire range of

programmatic issues on the assigned subject at the national level.Given the range of responsibilities, the daily workload is highly

complex and unpredictable. The incumbent must therefore maintain an

up‐to‐date understanding of both regional and national level policy

issues as well as understand the roles and positions of various

stakeholders and elected officials on policy issues. Implements

pro‐active and reactive communication plans to disseminate

information about frequently controversial or complicated programs,

correct misperceptions and enhance public understanding of BLM

policies and actions.The incumbent meets frequently with program staff, Public Affairs

staff in the Washington Office and senior BLM and DOI management in

the state and the Washington Office to resolve policy issues and

address communications needs. In addition, the incumbent should be

able to effectively and promptly handle inquiries on a broader range

of issues from the public, stakeholders and the traditional media

using tact and diplomacy.In carrying out these duties, the incumbent:Identifies internal and external target audiences at the local and

national level and develops the full suite of communications tools

and products to reach those audiences. Analyzes BLM information

needs and recommends strategies, programs and products needed to

communicate with the media, constituent groups, other agencies,

elected officials and the BLM workforce. Gauges public reaction and

conveys those reactions back to BLM leadership and program staff

along with strategic recommendations for communication responses.Prepares press and informational releases for distribution to the

public and to local and national media outlets, including articles,

op‐eds, content for the internet and social media or feature items

on both technical and non‐technical aspects of the program; executes

special projects to meet particular public information, education,

and cooperative relations needs; and prepares speeches and public

statements for the key agency personnel.Responds to requests for information from the public and from local

and national media outlets. Proposes, coordinates, organizes and

facilitates media interviews with subject matter experts.In compliance with BLM policy, the incumbent serves as a liaison

between the BLM and DOI, Members of Congress, and their respective

personal office and Committee staffs, on all matters of legislative

and Congressional interest related to the program.Implements a strategic and dynamic new media and web presence for

the BLM in concert with the existing national social media program,

based on industry trends, best practices, and forward‐looking

communication technologies. In doing so, the incumbent thinks

strategically about the best use of social media and develops broad

based social media campaigns designed to advance BLM and

Departmental messaging.Physical Demands: The work is generally sedentary and does not

require unusual physical effort. Most of the work is performed in an

office setting. Driving a car or pickup truck is periodically

required. The work often requires walking outdoors and travel in

light aircraft, helicopters, and off-road vehicles. Writing and

editing assignments require a degree of concentration and often

include working under extremely tight deadlines with considerable

outside pressure.Work Environment: Most of the work is performed in an office setting

although travel to field sites or other BLM/government offices is

often required. Attendance at meetings at night or on weekends is

sometimes required. Incumbent will adhere to all safety rules and

regulations as prescribed in manuals/supplements or by the

communication platforms. Specialized experience also includes

accurately identifying internal and external target audiences to

share information and displaying exemplary writing skills in AP

style. This experience could include planning, executing and

evaluating the effectiveness of information and communication

programs to meet agency goals. The work requires professional

competence in the techniques of communication, knowledge of the

broad scope of natural resource management programs, understanding

of the interests of all segments of the public and skill in

cooperative relations.Experience refers to paid and unpaid experience, including volunteer

work done through National Service programs (e.g., Peace Corps,

AmeriCorps) and other organizations (e.g., professional;

philanthropic; religious; spiritual; community, student, social).
