at the Cheyenne VA Medical Center. The position will serve as the
Administrative Officer of the Day (AOD). Is the Administrative point
of contact for the hospital.Learn more about this agencyResponsibilities
Delegated full authority of the Chief, Business Office for
administrative activities occurring on tour.
Interprets VA rules and regulations relating to determining
legal entitlement to benefits relating to hospital admission;
nursing home, dental, fee basis, and outpatient care; dental
treatment; prosthetic appliances; patient transfer; and
beneficiary travel.
Authorized as certifying officer for documents pertaining to the
administration of laws concerning VA. Coordinates the resolution
of medico-legal problems concerning the medical center.
Processes administrative issues surrounding beneficiary death,
seriously ill cases, elopements, suicides, assaults, deaths on
arrival (DOA's), homicides, code blue, code yellow, cost
recovery matters, patients fund accountability, and facility or
community disasters, etc.
Assumes control of communications and notifications in event of
local and civil disasters in accordance with local facility
disaster plan.
Provides administrative authority, guidance, and advice to the
Medical Officer of the Day (MOD) and all other clinical staff
concerning administrative matters necessary for operation of the
medical center during other than normal tours.
Provides orientation and situational technical advice to
physicians with medically related legal problems, including
involuntary commitments, orders of protective custody, and
management of unruly or severely disturbed patients.
Performs for administrative matters as the MOD does for clinical
matters, working as a team to carry out top management
responsibilities during other than regular working hours.
Promotes working relationships among patients, public, and
staff. Directly intervenes when a problem regarding patient
activity occurs, advising clinical staff of appropriate
administrative action.
Provides ADPAC support/trouble-shooting on off tours as needed;
i.e. VISTA/ CPRS access password capability for new or returning
fee basis physicians; minor systems problems; contacting IRM
staff whenever warranted.
Coordinates non-routine contacts received at the medical center
after regular operating hours.
Determines extent of release of medical or social data from
patients' records. Safeguards and ensures rights of the patient.
Functions as Patient Representative during tour of duty.

QualificationsTo qualify for this position, applicants must meet all requirements
by the closing date of this announcement, 06/14/2019.Time-In-Grade Requirement: Applicants who are current Federal
employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement. For a GS-09 position you must have served 52
weeks at the GS-07. The grade may have been in any occupation, but
must have been held in the Federal service. An SF-50 that shows your
time-in-grade eligibility must be submitted with your application
materials. Note: Time-In-Grade requirements also apply to former
Federal employees applying for reinstatement as well as current
employees applying for Veterans Employment Opportunities Act of 1998
(VEOA) appointment.You may qualify based on your experience and/or education as
described below:
Specialized Experience: You must have one year of specialized
experience equivalent to at least the next lower grade GS-07 in the
normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are
not limited to:
- Maintain good public and media relations.
- Provide daily report/log of all activities occurring during tour
of duty. Brief oncoming shift of pending events.
- Understanding of all aspects of Patient Care Services programs
and how they interrelate to all other medical center services,
programs functions and specialties i.e., Social Work, Nursing,
Laboratory, Radiology, etc.
- Understanding of medical/technical terminology and medical
resources available in surrounding communities.
- Interpret and apply public laws, VA policy and regulations,
station directives, legal decisions, and state laws dealing with
care and treatment of veterans and beneficiaries (admissions,
discharges, scheduling, inpatient and outpatient policy, fee
services, sharing agreements, legal detention, beneficiary
travel, patient funds and valuables, death details, procedures
and burial benefits, Compensation and Pension activities,
medical and dental benefits, procedures, eligibility, Organ
Donor Program and related matters.)
- Utilization of medical and administrative records systems;
Privacy Act and Freedom of Information Act, as they relate to
release of information on patients.
- Utilization of computer programs and computer menus such as
VISTA/CPRS which relate to processing data for admission, to
determining legal entitlement of veterans to benefits, to
outpatient scheduling.
- Apply fire and safety prevention rules and regulations, of
facility and community disaster plans and procedures, and
emergency plans for work areas throughout the medical center.
- Interpret rules, regulations, policies, and procedures to make
sound decisions using good judgment. Adapt to situations
quickly, precisely, and accurately and cope with a wide variety
of problems and to resolve them quickly and decisively.
- Exercise initiative and originality and ability to deal with a
variety of individuals with tact and diplomacy.
- Interpret and explain VA policies to house staff, patients,
employees, and others.
- Counsel families following the death of a veteran.OR,Education: Applicants may substitute education for the required

must have a Master's or equivalent graduate degree OR 2 full
years of progressively higher level graduate education leading to

Health Info Exchange: Performs functions related to the
electronic transmission of healthcare-related data among medical
facilities, health information organizations and government agencies

Operating Systems: Knowledge of computer network, desktop, and
mainframe operating systems and their applications.Experience refers to paid and unpaid experience, including volunteer
work done through National Service programs (e.g., Peace Corps,
AmeriCorps) and other organizations (e.g., professional;

of hours a week spent in such employment.Physical Requirements: Work requires some walking, standing,
sitting, bending, and carrying of light to moderately heavy items,
such as patient's medical records, boxes or printer paper, books,
etc. Experiences constant interruptions, such as handling the
switchboard, since this medical center does not have a telephone
operator on duty from 4:30 P.M. to 8 A.M. Monday thru Friday and 24
hours a day on weekends and holidays and is required to answer all
incoming and outgoing calls coming through the switchboard at that
time. May be required to assist in lifting patients into wheelchairs
and into emergency treatment rooms when nursing personnel are busy
with other emergencies, or during Graveyard tours when there is no
one else in the Emergency room to assist. May be required to assist
occasionally when staff members are needed in a "show of force"
situation. Because of the nature and demands of this specific
position, incumbent is subject to tour changes on very short notice
and understands that it is required to remain on duty until relieved
by an appropriate employee. This is a rotating shift position with
no guarantees of specific days off, etc., and requires working
holidays and weekends. AOD's must remain in the clinic/emergency
area except to leave for necessary errands involving the job. If the
AOD will be gone, arrangements are made for telephone calls and
applicants to be handled by a responsible employee such as a nurse
